APPROVED 11/15/2021 REGULAR MEETING MINUTES NOVEMBER 1, 2021 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 1, 2021, BY MAYOR RIX. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the October 18, 2021, quarterly roundtable meeting minutes, as presented. ADOPTION OF AGENDA Motion by Warn, seconded by Allen, to adopt the agenda as presented. All yeas Motion passes CONSENT AGENDA a) Receive and File October 14, 2021, Planning Commission Meeting Minutes CCM: 11/01/2021 Page 1 of 4  APPROVED 11/15/2021 b) Approval of Resolution No. 2021-23/Recognition of Tim Fair’s Retirement c) Approval of Schedule of Bills dated October 28, 2021, in the amount of $ 5,316,511.68. Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Approving the Special Event Request/A Broadway Connection Debut Inc./Use of Trailhead Park Motion by Allen, seconded by Warn, to approve the special event application from Broadway Connection Debut for a St. Patrick’s Day 5K Run/Walk and allow organizers to utilize the Trailhead Park and Macomb Orchard Trail from 6:30 a.m. until 12:00 p.m. on Saturday, March 12, 2022. All yeas Motion passes 2. Consideration of Approving the Purchase of Self-Contained Breathing Apparatus (SCBA’s) for the Fire Department City Manager Moore informed Council that the Fire department had the opportunity to purchase 1 “demo” SCBA units for the estimated cost of $67,000. The RVFD has $21,500 budgeted in their current budget that can go towards the purchase. As a result, the FY2021/2022 budget will need to be amended to cover the remaining $45,500. Joel Dobbelear requested that Council consider adding $300.00 to the final cost for the purchase of a battery charger. Motion by Reindel, seconded by Warn, to amend the FY2021-2022 RVFD budget and increase the “Equipment – SCBA/Airpacks” line item (206-336-766.100) from $21,500 to $67,300 with the funds coming from the General Fund – Fund Balance. All yeas Motion passes Motion by Schultz, seconded by Allen, to waive purchasing ordinance requirements under section 64-53 (d) and authorize the RVFD to purchase 10 “demo” SCBAs in the amount of $67,300 from Apollo out of the “Equipment – SCBA/Airpack”s line item (206-336-766.100). Reminder of the Council election tomorrow. Polls are open 7am-8pm. Reminded residents that the City now has two (2) polling locations. COUNCIL COMMENTS Schultz – Thanked council and the Mayor for the opportunity to serve on Council. It has been his honor and pleasure to sit on Council. Rix – Expressed Council’s appreciation to Schultz for stepping in during the recent vacancy on Council. Councilors expressed their appreciation to Jim Schultz . Rix – Appreciate all of the hard work that went into organizing the No Tricks, Only Treats event. Also thanked the businesses and organizations that handed out candy. - Reminder of upcoming events: 11/2 – Election, polls open 7am – 8 pm 11/7 – Day Light Savings ends 11/8 – Council’s Organizational Meeting at 8 pm 11/9 – Cable Commission Meeting at 7 pm 11/11 – 75th Anniversary of the James Coleman VFW Post 11/11 – BZA Meeting at 7 pm 11/11 – Planning Commission immediately following the BZA meeting 11/12 – RAHGS/Orphan Train Program 11/15 – Council meeting at 7:00 pm CLOSED SESSION None.
