THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER
AT 7:00 P.M., ON MONDAY, JANUARY 3, 2022, BY MAYOR RIX.
ROLL CALL
Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn

Others: City Manager Moore, City Clerk Stagl

APPROVAL OF MINUTES
Motion by Warn, seconded by Greene, to approve the minutes of the December 20, 2021,
regular meeting, as presented.

ADOPTION OF AGENDA
Motion by Warn, seconded by Greene, to adopt the agenda as presented.

CONSENT AGENDA
a) Receive and File December 9, 2021, Planning Commission Meeting Minutes
b) Approval of Schedule of Bills dated December 29, 2021, in the amount of $ 61,908.14
Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented.

ITEMS FOR CONSIDERATION
1. Consideration of Board of Zoning Appeals (BZA) Appointment
Motion by Greene, seconded by Allen, to approve the reappointment of Mike Misteravich to the
Board of Zoning Appeals for a 3-year term with an expiration date of December 31, 2024.
All yeas Motion passes
2. Consideration of Survey Proposal/Tetra Tech
Motion by Greene, seconded by Reindel, to authorize the proposal in the amount of $6,400
from Tetra Tech to perform Boundary Survey Lot Splits and Combinations for parcels related to
the CN Railroad Parcel that the City of Richmond now owns.
All yeas Motion passes
MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Christmas decoration take-down will be on Sunday, January 9th.
COUNCIL COMMENTS
Rix - Reminder of upcoming events:
1/10 – Library Board at 5:30 pm
1/11 – Recreation Board at 7:00 pm
1/11 – Cable Commission at 7:00 pm
1/17 – Council Roundtable at 5:30 pm
1/17 – Council Meeting at 7:00 pm
Beginners Yoga on Mondays and Wednesdays at the Community Center at 6:00 pm
RPOA – a Night to Remembers on February 19th – tickets available at the Police Department.
RAHGS – Historic Tea on March 12th.

Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks
shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules).
Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on
the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
