THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER
AT 7:00 P.M., ON MONDAY, SEPTEMBER 18, 2023, BY MAYOR RIX.

regular meeting as presented.

ITEMS FOR CONSIDERATION
1. Consideration of Special Event Request/Richmond Knights of Columbus Tootsie
Roll Sale
Motion by Reindel, seconded by Allen, to approve the request received from the Richmond
Knights of Columbus to conduct their Tootsie Roll Sale, at the intersections of Main/Division and
County Line Road/St. Clair Highway (City side) on Friday, October 6th and Saturday, October
7th, 2023, from Dawn to Dusk; that the Knights of Columbus agree not to be in the Main/Division
intersection on Friday, October 6th from 2:30 p.m. to 3:30 p.m.; and further that the Knights of
Columbus agree to sign a Liability Waiver.

2. Consideration of Scheduling a Quarterly Roundtable Meeting Date
Motion by Allen, seconded by Schultz, to schedule the special quarterly roundtable meeting of
the City Council October 16, 2023, at City Hall beginning at 5:30 pm.

3. Consideration of Scheduling 2023 Council Meeting Schedule
Motion by Allen, seconded by Warn, to adopt the 2024 City Council Meeting Schedule as
presented.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
DTE is replacing poles on Division Rd. so please be aware of shifting traffic lanes.
COUNCIL COMMENTS
Mayor Rix announced the upcoming events:
9/23 Puzzle Sale at the Library (10am-2pm)
9/23 Movie at Beebe Park showing Guardians of the Galaxy starting at dusk
9/30 RHAGS Cemetery Walk; Call 586-808-2953 for information
Sundays Youth Open Gym from 2pm-5pm at the Aud

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior
to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item
to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its
discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a
time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for
the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments
on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final
discussion on the matter and act on the business item without interruption from the public.
