APPROVED 10/16/2023 REGULAR MEETING MINUTES October 2, 2023 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:01 P.M., ON MONDAY, OCTOBER 2, 2023, BY MAYOR RIX. ROLL CALL Present: LaFore, Reindel, Rix, Schultz, Warn Absent: Allen, Misteravich Others: City Manager Moore, City Clerk McCallister, City Planner Jeschke Visitors: Dean Roberts (Embers Management) Motion by Warn, seconded by Schultz, to excuse Councilors Allen and Misteravich from tonight’s meeting due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn, seconded by Schultz, to approve the minutes of the September 18, 2023, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Warn, seconded by Schultz, to adopt the agenda as presented. All yeas Motion passes CONSENT AGENDA a) Receive and File August 23, 2023, TIFA Meeting Minutes b) Approval of Schedule of Bills dated October 2, 2023, in the amount of $467,408.42. CCM: 10/02/2023 Page 1 of 4  APPROVED 10/16/2023 Motion by LaFore, seconded by Warn, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of the Victoria Park Site Condominium Development Motion by Reindel, seconded by Warn, to approve the Condominium Construction Plan for the Victoria Park Condominium Development consisting of 43 lots on 24.25 acres of property located adjacent to the west side of Main Street, approximately 937 feet north of Madison Street. Discussion on Motion: Representative of Embers Management, Dean Roberts, noted that he had driven through the site earlier and the project is coming along quite well. Mayor Rix -Plans were discussed in great detail at the Planning Commission meetings. Councilors are quite pleased with the development plan. All yeas Motion passes 2. Consideration of Intergovernmental Agreement – Weir Maintenance/Swan Creek Motion by LaFore, supported by Warn, to approve the Intergovernmental Agreement between the City of Richmond and the Gillette Drain Drainage District for inspections and maintenance of the Swan Creek weir, and authorize the City Manager to sign on behalf of the City of Richmond. Discussion on Motion: There was some discussion on special assessments in the event the need for major repairs of the weir. City Manager Moore indicated the Master Deed covers such situations. Routine maintenance of the weir will be handled by the City. Larger work will be done as a special assessment to properties benefiting from the weir. Mayor Rix wanted clear communication to the public that there currently is not a special assessment being implemented to the residents on the Gillette Drain nor is he anticipating one. Consideration of Closing City Offices on Certain Dates in 2024 in Conjunction with Observed Holiday Closures. Motion by LaFore, seconded by Warn, to approve the closing of city offices on Friday, July 5th; Monday, December 23rd and Monday, December 30th, 2024 with the understanding that employees must utilize accumulated leave time to be paid for these days since they are not recognized by the City of Richmond as holidays. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Twenty-five (25) trees were delivered and are currently be planted around City Hall by DPW from the tree grant program. This Thursday is the last day of the Farm Market. It has been another successful year for this event. COUNCIL COMMENTS Schultz congratulated Mayor Rix and his wife Lorie on his 50th anniversary. Reindel acknowledged the successful Motorcycle Toy Run that happened this past weekend. Mayor Rix announced the upcoming events: 10/14 Solar Eclipse Program at the Library at 11:30am 10/15 Open House at the Fire Hall (Demonstrations, Food, Display Trucks) Sundays Youth Open Gym from 2pm-5pm at the Aud Scarecrow Contest ($10) Call 727-3064 for information Other News: 10/3 Recreation Board-Park Walk Through at 6pm 10/9 Library Board Meeting at 5:30pm 10/10 Cable Commission at 6:30pm 10/12 Board of Zoning at 7pm 10/12 Planning Commission Meeting immediately following BZA 10/16 City Council Meeting at 7pm ADJOURNMENT Motion by Schultz, seconded by Warn, to adjourn the Regular Council Meeting at 7:19 p.m. All yeas Motion passes Respectfully submitted: Heather L.
