THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER
AT 7:00 P.M., ON MONDAY, DECEMBER 18, 2023, BY MAYOR RIX.

Motion by Warn, seconded by Schultz, to approve the minutes of the December 4, 2023,
Regular meeting as presented.

Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented.

ITEMS FOR CONSIDERATION
1. Consideration of Cost Sharing Agreement/MCDOR/33 Mile Road
Motion by Allen, seconded by Warn, to approve the Cost Sharing Agreement with the Macomb
County Department of Roads (MCDOR) to pave 33 Mile Road with the City paying 60% of the
required local match with an additional $31,008.50 transferred from the General Fund-Fund
balance into the Street Improvement Fund.

2. Consideration of DIA inside-out program
Motion by Reindel, supported by Warn, to approve Richmond’s participation in the DIA Inside
Out Program and direct administration to offer the following locations for artwork in order of
preference listed below.
1. Veterans Park/North Business District (2)
2. Roosevelt Civic Auditorium
3. Trailhead Park
4. Beebe Street Park (3)
5. Bailey Park

3. Consideration of Board Appointments
Motion by Misteravich, seconded by LaFore, to (re)appoint Mike Kaminski, to the Board of
Zoning Appeals for a three (3)-year term with an expiration date of December 31, 2026.
All yeas Motion passes
Motion by Schultz, seconded by Allen, to confirm the Mayor’s (re)appointment of Marilyn
Frank, to the Board of Review for a 3-year term with an expiration date of December 31, 2026.
All yeas Motion passes
Motion by Reindel, seconded by Warn, to (re)appoint Jeff DeBuck, Kevin Misch, and Theresa
Olson, to the Personnel Board for a three (3)-year term with an expiration date of December 31,
2026.
All yeas Motion passes
MISCELLANEOUS MATTERS FROM THE CITY MANAGER
Northern Macomb Regional Chamber of Commerce of Commerce networking meeting takes
place on the first and third (1st and 3rd) Wednesday of the month. Richmond will be hosting the
meeting on December 20 at 8am. Merry Christmas to all!
COUNCIL COMMENTS
Councilors extended their wishes for a Merry Christmas and a Happy New Year.
Mayor Rix announced the upcoming events:
12/21 Winter begins
12/25 First United Church of Christ is providing free Christmas dinner from 1pm-
3pm. (transportation is available) Call 727-3155 for more information
12/27 (Wednesday) will be trash pick-up due to the holiday
12/27-12/29 Open gym at the Aud between 12pm-3pm
1/3 (Wednesday) will be trash pick-up due to the holiday

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior
to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item
to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its
discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a
time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for
the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments
on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final
discussion on the matter and act on the business item without interruption from the public.
