APPROVED 01/15/2024 REGULAR MEETING MINUTES January 3, 2024 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M. ON WEDNESDAY, JANUARY 3, 2024 BY MAYOR RIX. ROLL CALL Present: Allen, LaFore, Misteravich, Reindel, Rix, Schultz Absent: Warn Others: City Manager Moore, City Clerk McCallister, Library Director Kammer Visitors: None Motion by Schultz seconded by Allen, to excuse Councilor Warn from tonight’s meeting due to being at work. All yeas Motion passes APPROVAL OF MINUTES Motion by Schultz seconded by Allen, to approve the minutes of the December 18, 2023 regular meeting as presented All yeas Motion passes AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Reindel, seconded by Allen, to adopt the agenda as presented: All yeas Motion passes CONSENT AGENDA a) Approval of Schedule of Bills dated January 3rd, 2024, in the amount of $434,918.22. Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes CCM: 01/032024 Page 1 of 3 APPROVED 01/15/2024 PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration Library Service Contract/Richmond Township Motion by Reindel, seconded by Allen, to approve the Agreement for Library Services between Richmond Township and the City of Richmond -Lois Wagner Memorial Library and authorize the City Manager to sign the agreement. Discussion on motion: Library Director Kammer is grateful for the support from the Richmond Township Board and the residents. The passage of the millage provides access to all of Macomb County’s library resources as well as some State resources (MEL) to township residents. All yeas Motion passes 2. Consideration of Board Appointment/Board of Zoning Appeals Motion by LaFore, seconded by Misteravich, to (re)appoint Robert Garber, to the Board of Zoning Appeals for a three (3)-year term with an expiration date of December 31, 2026. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Thank you to city staff for their work while out last week due to illness. Lights are out on the east side of town from the railroad tracks to Beier; the outage has been reported to DTE. COUNCIL COMMENTS Rix – Happy New Year! Consideration of Board Appointment/Board of Zoning Appeals MISCELLANEOUS MATTERS FROM THE CITY MANAGER COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
