All yeas Motion passes PUBLIC HEARING 1. Public Hearing for Use of FY2024-25 CDBG Funds The Public Hearing was to receive comments on the distribution of the City’s FY2024-25 Community Development Block Grant Allocation. The public service portion of the CDBG program has stayed the same as in previous years. The City’s CDBG Public Service allocation for FY2024-2025 is estimated to be $4,930.00 Motion by Allen, seconded by Warn, to open the public hearing for the use of FY2023- 2024 CDBG Funds at 7:03 pm. All yeas Motion passes Sheila McCann (Interfaith Volunteer Caregivers) provided background information on some of the free basic assistance services that are provided to seniors and low income individuals. Page 2 of 5  APPROVED 02/05/2024 Motion by Allen, seconded by Schultz, to close the public hearing for the use of FY2024-2025 CDBG Funds at 7:08 pm. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of FY2024-25 CDBG Funding Allocations The City’s CDBG Public Service allocation for FY2024-2025 is estimated to be $4,930.00 Motion by Allen, seconded by Schultz, to allocate $4,930.00 of the FY2024-2025 CDBG funding to the following Public Service Program(s): Care House in the amount of $1,200.00, Interfaith Volunteer Caregivers in the amount of $148.00, MCREST in the amount of $792.00, Turning Point in the amount of $1,000.00, Senior Services Coordinator in the amount of $1,790.00. All yeas Motion passes Motion by Reindel, seconded by Misteravich, to apply for $95,700.00 of the FY2024- 2025 CDBG competitive funding for the proposed ADA Ramp Project on Oak Street at the intersections of Bartell, Beier, and Priestap Streets. All yeas Motion passes 2. Consideration of interest in attending MML Spring Conference It was the consensus to break the rules and have a discussion among councilors to gauge interest in attending the 2024 MML conference. Motion by LaFore, seconded by Warn, to approve Misteravich to attend the annual MML Spring Conference and Expo that will be held on March 12-13 at the Lansing Center in Lansing, MI with the expenses charged to the appropriate line item – City Council Conference & Workshops 101-101-864.000. All yeas Motion passes Page 3 of 5  APPROVED 02/05/2024 3. Consideration of Resolution 2024-01; Resolution opposing water affordability legislation. Motion by Allen, seconded by Warn, to approve Resolution 2024-1; a resolution opposing water affordability legislation as presented in the legislature Discussion on motion: Allen - Glad to see the item on the agenda as Macomb Community Action does an excellent job assisting low-income residents within the county and state already. All yeas Motion passes 4. Consideration of Special Event – Bibs and Brews Applicant Breann LaPorte spoke briefly of the success from last year’s event and the money that was raised to support the local fire department. Moved by Reindel, seconded by Schultz, to approve special event request from Commercial House for their Bibs & Brews event on Saturday, February 24, 2024 from 8:00 am until 8:00 pm, including a tent and outdoor music. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER City manager offered the opportunity for any interested Councilors to attend the annual Macomb County Citizen Planner Program that is hosted by the MSU extension. Also, Moore will be off on Friday, January 19 and Monday, January 22. COUNCIL COMMENTS Schultz – Glad Christmas decorations were taken down last week due to the current weather. Rix - Upcoming Special Events: 1/8 – 5/22 Beginning Yoga on Monday/Wednesday from 6pm-7pm ($10) Thursdays Strength/Balance (9-10am) and Young at Heart Cardio Class (10:15-11am) at the Richmond Community Center. Now-4/11 Hall walking (Tues/Wed/Thurs from 6pm-8pm) $1 per day 1/27 Craft Swap (11am-1pm) at the Lois Wagner Memorial Library 2/3 Chili Cook off –11am-1:30pm at the AUD 2/12 Valentine Card making (3:30pm for ages 7-13) at the library.
