September 7, 2021
THE REGULAR MEETING OF THE RICHMOND RECREATION BOARD WAS
CALLED TO ORDER AT 7:03 P.M., ON WEDNESDAY, SEPTEMBER 7, 2021, BY
MELISSA MAJCHRZAK.

APPROVAL OF MINUTES
Motion by Kiel, seconded by Warn, to approve the July 6, 2021, minutes as amended.
The date for Approval of Minutes should be July 6, 2021.

Motion by Warn, seconded by Kiel, to adopt the Agenda as presented.

RECREATION DIRECTOR UPDATES
A. Activity Report – July and August 2021
Community Garage Sale was a big hit with 27 of the spaces filled. The Good Old Days
chairman approved the use of the festival field, which worked much better and did not hinder the
traffic on Beebe St for the sale.
Summer programs are coming to an end. All the programs went well.
The Big Truck Event was a huge success. Working to include even more for next year.

Beginning, Friday, September 3rd, the Community Center will return to shortened hours for the
fall and winter seasons with being closed on Fridays.
No Tricks, Only Treats will be held back at the Fire Hall this year.
B. Upcoming Events
Tuesday, Oct. 5th: Recreation Board Meeting – Park Walk Through
Sunday, Oct. 31st: No Tricks, Only Treats

It is time to determine the dates for the 2022 Recreation Department events, and Community
Center closures, which will be listed in the 2022 City Calendar.

listed above.

B. Recreation Board 2022 Meeting Dates
The Annual City Calendar is being put together which lists all Boards/Commission meeting
dates. The following dates for the Recreation Board are recommended for 2022.

*Park Walk Through-meet at 6:00 p.m. at the Community Center
Motion by Aiken, seconded by Warn, to accept the 2022 meeting dates as listed above with the
meetings to be held at the Richmond City Hall, 36725 Division Road, with the exception of the
October meeting.
C. Meet Me on the Trail Day
The Recreation Board is scheduled to consider a request from the Richmond Planning &
Economic Development Department to hold an event within the Macomb Orchard Trailhead
Park on September 25, 2021.
Meet me on the Trail is a one-day event designed to promote health & wellness and celebrate the
growing trail system in Macomb County through education, recreation, and stewardship events.
These events include (but are not limited to) nature hikes, bike rides, restoration projects, fishing
lessons, picnics, kids' games, presentations, and more!
After considering the multitude of choices that could be done to promote trails, the City Planner
landed on the idea of partnering with Wild Flower Yoga and Pilates to host a Yoga and
Meditation session within the Trailhead Park for the Meet Me on the Trail Day events.
Motion by Warn, supported by Kiel, to approve utilization of the Macomb Orchard Trailhead
Park on September 25, 2021 for a proposed “Meet Me on the Trail Day” event from 9:00 a.m. to
9:45 a.m.
The Recreation Board thinks this is a great idea.
D. Pool Staff Wage Increases
The Recreation Director and City Manager have been discussing plans to make the wages paid at
the Richmond Community Pool more in line with pools and facilities around our area. As you
can see in the enclosed wage comparison, our pool is the lowest on the wages. We have for
years been in proximity to other pools around us, however with the lifeguard shortages, more
facilities are raising their pay to hold on to their guards.
This season has seen some changes in wages. The pool director was given an increase from
$12.76 an hour to $14.75. The Recreation Director, at budget, will request another 2.5%.
The current pay scale for our lifeguards, is minimum wage. In order to be competitive in this
market, we need to raise the pay for guards, WSI’s and Assistant Pool Director.
Motion by Kiel, supported by Warn, to approve the increase in wages to the Richmond
Community Pool staff for the summer of 2022.

A. Memorial Benches
The Recreation Director has completed the Memorial Bench placement around Beebe Park, with
all of the new benches being filled with memorials.

BOARD MEMBER AND ADMINISTRATION COMMENTS
City Planner Jeschke said that City Council just approved a Commercial Rehabilitation Act.
This will allow businesses, like Huvaere’s doing extensive rehabilitation work, to get a tax
abatement. This will keep the business taxes owing at the current year for a determined amount
of time before they increase for the work that was done.
