REGULAR MEETING MINUTES January 11, 2022 THE REGULAR MEETING OF THE RICHMOND RECREATION BOARD WAS CALLED TO ORDER AT 7:00 P.M., ON TUESDAY, JANUARY 11, 2022, BY MELISSA MAJCHRZAK. ROLL CALL Present: Aiken, Caperton, Kiel, Majchrzak, Warn Absent: N/A Others: Recreation Director VanHove, City Manager Moore, Mayor Rix Recording Secretary Field Visitors: City Councilor Emily Allen AUDIENCE PARTICIPATION None APPROVAL OF MINUTES Motion by Warn, seconded by Kiel, to approve the September 7, 2021, minutes as presented. All yeas Motion passes ADOPTION OF AGENDA Motion by Warn, seconded by Kiel, to adopt the Agenda as presented. All yeas Motion passes RECREATION DIRECTOR UPDATES A. Activity Report – September, October, November and December 2021 Our existing programs have resumed with limited numbers. Yoga has low attendance. No Tricks, Only Treats was held back at the Fire Hall this year. There were 16 vendors handing out treats. There were 34 scarecrows decorated for the Scarecrow Decorating Contest. Hall Walking has started up again with a high attendance of 25 to 30 walkers each time. Page 1 of 4 The City of Richmond Christmas Tree was donated by the Warn Family. Thank you to Active Tree Experts for cutting the tree and moving it. The Santa Parade had 13 golf carts and 11 floats entered. Discussion: The Town looked wonderful for the Tree Lighting and Santa Parade. Fire barrels placed around made a really nice touch. The only comment board members heard was that they enjoyed the Christmas Market better outdoors the way it was in the past. B. Upcoming Events Saturday, Feb. 5th: Chili Cook Off held at the Community Center ITEMS FOR CONSIDERATION None ITEMS FOR DISCUSSION A. Chili Cook Off The Recreation Board and City Council both approved a memorial donation by the family of Ron Rybar. The memorial is intended to help the Recreation Department pay for the ongoing expenses of the Chili Cook Off. It also was to help pay for additional expenses for year one, such as trays to put the cups on and roasters for people that may want to put a chili in the competition but do not have a roaster to keep it warm. Ronald J. Rybar was a Richmond Lions Club member and very involved with Recreation Department programs. He and his wife attended every senior social for the last 15 years. He was a regular visitor to our parks bringing his two granddaughters to the park and our events. Along with that, he had always been involved in the Richmond Lions Club. One of his favorite events was the City of Richmond’s annual Chili Cook Off. Ron always had a presence at the chili cook offs, representing the Richmond Lions Club. With this memorial commitment being a 5-year commitment, the Memorial Fund, created by the Rybar family will allow us to have a budget to continue offering an amazing event. B. The Roosevelt Auditorium The Recreation Board along with City Council and TIFA board members, toured the Roosevelt Auditorium on Monday, December 20, 2021. As a group we did a walkthrough of the facility. Reviewing each room of the building. Beginning with the upstairs rooms and finishing on the diner side of the building. The walk through was a success, allowing each and every person the ability to look at and formulate ideas and suggestions for repairs as well as programming. TIFA currently has $160,000 in their current budget to complete the masonry repairs and roof replacement. The Public Service Director is working to receive bids on these projects as well as determine when they can be done. While the repairs are obviously important, it is also important to begin planning for events and programs. Programs may be able to be broken into two types of programing. Long term Page 2 of 4 programing that utilizes the building for a long period of time, such as open gym time, classes and athletic programming. Programing can also be short term or event programming. Things like a Chili Cook Off or a movie night. The lease agreement between Dominion Church and Richmond Schools is done. They are now on a month to month agreement. A couple different suggestions on the church agreement; give them 120 day notice, if they leave sooner that’s ok. Or give them a Memorial Day deadline. We need to have full access to the building to start doing what needs to be done in there. Below are ideas on things that will be needed in the building and programming ideas: City event sign Computers WI-FI Phones Portable fans Camera system Sound system Flag pole Trash cans Cleaning equipment Temporary nets for volleyball and equipment in general Protection on the ceiling of the heating system Clocks Scoreboard Men’s bathroom needs repairs Look at lighting in back area of parking lot Popcorn machine Big push for rentals. Reach out to different organizations Plays Movies Pickelball Tutoring Kids exercise class Fundraisers Bingo Battle of the bands Teen dances Class reunions Corn hole tournaments Discussion: Whose budget will this come out of? Could be Recreation’s, TIFA or Donations. Nothing has been determined at this time. Richmond Interiors has seats they want to donate to The Aud. Recreation Director VanHove will contact them.
