MINUTES RICHWOOD CHARTER REVIEW COMMISSION Thursday, October 20, 2022 at 6:00 PM BE IT KNOWN that the City of Richwood Charter Review Commission will hold a Regular Board meeting on Thursday, October 20, 2022, at 6:00 PM in the City Hall Council Chambers located at 1800 Brazosport Blvd. N., Richwood, Texas 77531 with the following agenda: I. CALL TO ORDER The meeting was called to order at 6:00 p.m. II. SWEAR IN NEW MEMBERS AND ORGANIZE THE BOARD Kirsten Garcia swore in all members. Motion to appoint Mark Guthrie as Chair and Amanda Reynolds as Vice-Chair Motion made by Kimberly Mayer, Seconded by Leslie Klug. With all members present voting aye, the motion carried. III. ROLL CALL OF MEMBERS Present: Mark Guthrie, Chair Amanda Reynolds, Vice Chair Lauren LaCount Kimberly Mayer Leslie Klug Others present: Kirsten Garcia, City Secretary IV. PUBLIC COMMENTS There was no public comment. V. DISCUSSION AND ACTION ITEMS A. Discuss goals of the commission and set tentative schedule for Charter Review Commission meeting dates. The committee request November 11 and 22, 2022 for next meeting dates and to put all articles on future agendas. B. Discussion and possible action regarding proposed amendments to Article 1 - Form of Government and Boundaries of the Richwood City Charter No discussion. C. Discussion and possible action regarding proposed amendments to Article 2 - Powers of the City of the Richwood City Charter No discussion.  D. Discussion and possible action regarding proposed amendments to Article 3 - The City Council of the Richwood City Charter Discussion held on vacancies and language in the section 3.11 3.10 discussion held on official newspaper 3.12 discussion held on ability to hold investigation Discussion held on items to table for future meeting. Discussion held for legal to review 3.12 to see if individual members can or council as a whole. 3.03 discussion held on ability to hold public hearing for officers. VI. REPORTS No reports. VII. SET NEXT MEETING DATE November 11 and 22, 2022 VIII. FUTURE AGENDA ITEMS Full Charter and review of today’s items. IX.
