MINUTES RICHWOOD CHARTER REVIEW COMMISSION Friday, November 11, 2022 at 6:00 PM BE IT KNOWN that the City of Richwood Charter Review Commission will hold a Regular Board meeting on Friday, November 11, 2022, at 6:00 PM in the City Hall Council Chambers located at 1800 Brazosport Blvd. N., Richwood, Texas 77531 with the following agenda: I. CALL TO ORDER The meeting was called to order at 6:05 p.m. II. ROLL CALL OF MEMBERS Present: Mark Guthrie, Chair Amanda Reynolds, Vice Chair Lauren LaCount Kimberly Mayer Leslie Klug Others present: Kirsten Garcia, City Secretary III. PUBLIC COMMENTS No public comment. IV. CONSENT AGENDA A. Approval of minutes from meeting held October 20, 2022 Motion to approve consent agenda. Motion made by Lauren LaCount, Seconded by Kimberly Mayer. With all members present voting aye, the motion carried. V. DISCUSSION AND ACTION ITEMS A. Review, discussion and possible action on Articles 1 through 11 of the Richwood City Charter. The board requested the City Secretary bring language back to possibly prohibit HOA members serving both council and HOA. B. Discussion and possible action regarding proposed amendments to Article 4 of the Richwood City Charter. Discussion held on positions holding dual roles and the need to require specific job descriptions per charter. C. Discussion and possible action regarding proposed amendments to Article 5 of the Richwood City Charter.  No discussion. D. Discussion and possible action regarding proposed amendments to Article 6 of the Richwood City Charter. Look into grammatical errors in 6.01 and 6.03. Discussion held on recall elections and petitions. Discussion held regarding changing election dates to November. E. Discussion and possible action regarding proposed amendments to Article 7 of the Richwood City Charter. Discusison held on changing the threshold of qualified votes for Referendum and Initiatives. The board requested to return to 7.02 at a later date. F. Discussion and possible action regarding proposed amendments to Article 8 of the Richwood City Charter. No discussion held. G. Discussion and possible action regarding proposed amendments to Article 9 of the Richwood City Charter. Discussion held on bonds and who is required to be bonded. H. Discussion and possible action regarding proposed amendments to Article 10 of the Richwood City Charter. No discussion held. I. Discussion and possible action regarding proposed amendments to Article 11 of the Richwood City Charter. Discussion held on section 11.06 Section 11.06 needs grammatical correction of contacting to contracting. 11.12 b – Discussion held on changing may to shall regarding City Council calling for an election on proposed amendments.
