The Regular Meeting of Tuesday, June 4, 2019
BE IT KNOWN THAT, a Regular Meeting of the Keep Richwood Beautiful Commission of
City of Richwood was held Tuesday, June 4, 2019, beginning at 6:15 PM in the Richwood City
Hall, 1800 N. Brazosport Blvd. Richwood, Texas.
CALL TO ORDER
The meeting was called to order at 6:15 p.m.
INVOCATION
Ms. Jackson-Ellis gave the invocation.

APPROVAL OF MINUTES OF PREVIOUS MEETING
May 7, 2019

On motion by Kimberly Mayer second by Blix Messick with all present members voting
“aye” the minutes of May 7, 2019 were approved.

“aye” the minutes of May 11, 2019 were approved.
DISCUSSION AND ACTION ITEMS
Review of FY 2018-2019 Budget
Ms. Cantu reported that City Council approved the budget increase for travel and training to
cover expenses for three members to attend KTB Conference.
Blix Messick reported there are new lights at the park at the pavilion. Ms. Cantu reported
those improvements were paid for by General Fund.
Discussion and possible action on upcoming events
Ms. Cantu stated she would recommend the committee assign one to two members to chair
each event and bring back ideas for action to the board.
All American Night - July 13, 2019
Ms. Mayer stated the Police Department is hosting All American Night and they are needing
food. The request would be to contribute $750 for food for the event.
Ms. Jackson-Ellis stated she felt like that was a lot of money.
Ms. Cantu stated that committee does have $3500 approximately in General Fund to help
fund parks events.
Ms. Mayer stated that even if it may not have been done in the past, it never hurts to expand
and provide more for the residents.
On motion by Gary Ellis second by Blix Messick with all present members voting “aye”
$750 was approved for the purchase of food for the All-American Night event.
Ms. Mayer reported the Police Department is hosting the entire event. However, suggested
KRB could set up a table and promote recycling and other things.
Ms. Green reported in the past this has always been done.
2019 Fall Clean-up / Trash Pick-up and 2019 Fall City Wide Garage Sale
Ms. Green reported that September 8 – November 11 is the recommended period for hosting
one of these events. Lake Jackson is having theirs November 16. She would propose the
committee do fall clean up and the city wide garage sale combined on the November 15, 16,
17. Her recommendation was to hold the clean up Saturday the 16th and the Garage sale
Thursday Friday Saturday the 14-16. Ms. Green will chair this event.
Trunk or Treat
The Trunk or Treat event was set for Friday, October 25, 2019. Ms. Figaro will chair the
event.
Christmas in the Park
Ms. Green reported Clute is doing their Christmas in the Park on December 6th. The
Christmas in the Park event was set for Saturday, December 14th. Ms. Johnson and Ms.
Green will co-chair the event.
Future Event Recommendations
Community Litter Index – July 15th or 16th tentative date beginning 5:00 p.
National Night Out – Oct 1st
Movie Night
Discussion on Ophelia's Bench at Bobby Ford Park
Ms. Jackson-Ellis reported she was upset that the bench was installed without KRB.
Ms. Cantu apologized and reported it was staffs understanding the bench was to be installed
and the ceremony would involve displaying the plaque and bench dedication.
Ms. Jackson-Ellis stated she wants a plaque for the bench and wants a date for dedication
with the Facts. She wants it to be a huge event. She would like the plaque to state “In
memory of Ophelia Martinez for her dedication to KRB. (years of service)” mounted to the
bench. Ms. Jackson-Ellis also stated she wants someone to contact the Facts.
Mr. Messick stated the committee can do the write up and send in pictures after the event.
Ms. Jackson-Ellis stated she would like to contact Ophelia’s husband and set a date that
works good for him.
No dates were set. No action was taken.
Discussion on proposed community garden
Ms. Mayer stated she would like to serve on a subcommittee to research this.
Ms. Figaro stated she was very much in favor of this as well and shared that it has worked
well in Springfield.
Ms. Figaro and Ms. Johnson also volunteered to serve on the subcommittee.
Ms. Jackson-Ellis asked if there was a location for the community garden.
Ms. Mayer stated there is no definitive plans yet. She would like time to research, plan and
then bring back ideas.
Ms. Mayer, Ms. Figaro, and Ms. Johnson will serve as subcommittee for the proposed
community garden.
Discussion and possible action on scheduling a committee workday
Ms. Figaro stated there was talk about flowers at community building. It could be easy to do
in June. If not done in June, we can wait until next month.
Ms. Green stated that she may be able to get with Lowe’s as they partner with other agencies
for those kind of events.
Ms. Johnson stated maybe we should pick plants prior to deciding.
Ms. Figaro and Ms. Mayer will research plants.
The committee workday was set for June 27th at 9 a.m. in the morning to plant landscaping
at the community building.
On motion by Audrey Johnson second by Kimberly Mayer with all present member voting
“aye” the budget was set for $50 for the purchase of flowers.
Another committee workday was set for July 1st at 7 a.m. to put out flags for July 4th. The
committee will meet at the Community Building parking lot.
SET NEXT MEETING DATE
The next meeting was set for July 2, 2019.

Ophelia’s Bench Dedication Ceremony

Audrey Johnson reported she picked a yard of the month – 33203 Amberjack Dr in
Oakwood Shores. Ms. Cantu stated she will attempt to make contact again.
Blix Messick stated he painted the swing set and basketball post at Larry Johnson park and it
looks great.
It was reported that the KTB Conference would begin on June 17th. Ms. Green, Ms. Mayer
and Ms. Johnson would all be attending the conference.
Mr. and Mrs. Messick reported they will be moving and therefore will be resigning from the
board, effective immediately.
Ms. Jackson-Ellis thanked the Messick’s for their service and stated this is likely their last
meeting also. They will stay on, until there are more members.
ADJOURNMENT
On motion by Kimberly Mayer second by Audrey Johnson with all present members voting
“aye” the meeting adjourned at 7:37 p.m.
These minutes were read and approved on the 2nd day of July, 2019.
