Councilmember Huntly seconded the motion, 30 which passed with Clausen, Gallup, Huntly, Milbank, and Wright in favor. No one opposed. 31 32 Motion #2 33 Councilmember Gallup moved to "appoint Mayor Thompson to the Wastewater Treatment Rate 34 Committee, COG and the CMPO Executive Committee." Councilmember Milbank seconded the motion, 35 with Gallup, Glover, Mathews, Milbank and Wright in favor. No one opposed. 36 37 Motion #3 38 Councilmember Wright moved to "appoint Councilmember Milbank as mayor pro tem for the city 39 of River Heights." Councilmember Glover seconded the motion, which carried with Gallup, Glover, 40 Mathews, Milbank and Wright is favor. Crosbie Council Chambers in the 49 River Heights City Building on Tuesday,January 4, 2022,for their regular council meeting. 50 Adoption of Previous Minutes and Agenda: Minutes for the December 7, 2021, meeting were 51 reviewed. Councilmember Gallup pointed out a name that needed to be changed in the minutes. 52 Councilmember Clausen moved to "adopt the minutes of the council meeting of December 7, 53 2021, with one name change,and the evening's agenda." Councilmember Huntly seconded the motion, 54 which passed with Ciausen, Gallup, Huntly, Milbank, and Wright in favor. No one opposed. 55 Reports and Approval of Pavments: 56 Councilmember Wright was the only one with a report. 57 • He reminded the General Plan draft still needed to be adopted, along with the Transportation and 58 Trail and Park maps, and hoped it would get back on the agenda and finished up very soon. 59 Messages from Outgoing Councilmembers: Mayor Rasmussen thanked all those who had served 60 in the city while he was mayor. He presented a mayor's coin of excellency to each person. In honor of the 61 work they had done, including crossing guards, city engineer, city attorney,finance director, planning and 62 zoning commissioners, city treasurer and recorder, compliance officers, and councilmembers. 63 Commissioner Clausen publicly thanked Mayor Rasmussen for his four years of dedicated service. 64 Councilmember Huntly said she had enjoyed and appreciated her service over the past year. She 65 really enjoyed the people in the community that she has been able to get to know and serve. 66 Councilmember Clausen said each time he was elected he said it would be the last time he would 67 run for council, but he stayed for 14 years. He said the job had given him a sense of accomplishment and 68 satisfaction for being able to serve the city. 69 State of the Citv Address bv Mavor Rasmussen: Mayor Rasmussen reviewed the city's financials. 70 The city is in a very good cash situation due to past and current administrations being very careful. He 71 discussed completed and upcoming projects. Stewart Hill Park is in the process of getting started. The 72 city will be doing a water line project in the Riverdale area, which will connect to the Boulevard line. 73 They hope to clean up some easements and rights-of-way. They will work on sidewalk repair. They have 74 also started to look at a plan for the city square. He pointed out that a lot of discussion goes into some of 75 these projects and sometimes they end up getting pushed aside only to be started all over again later. He 76 hoped the city square project would gain momentum. 77 He thanked the public for being at the meetings, which had helped him feel accountable to the 78 community. 79 Swearing in of Mavor Thompson and Councilmembers Glover and Mathews: Recorder Lind 80 administered the Oath of Office to Mayor Jason Thompson, Councilmember Tyson Glover and 81 Councilmember Janet Mathews. Each took their place at the council table. 82 Mayor Thompson thanked Past Mayor Rasmussen and said had learned a great deal from him 83 about humility, as well as from the councilmembers. He explained he had met with all of them and 84 respects them for their dedication. He realized there was a big responsibility for them in the city. He 85 would like to see more people In the community get involved. He expressed excitement to work with all 86 ofthem. 87 Councilmember Glover expressed excitement to be Involved in local community. He said he was a 88 licensed engineer and his priority was to have safe water. He would like people to call him and talk to him 89 about their concerns. He planned to be informed before he votes on the issues. River Heights City Council Meeting, 1/4/22 ; Janet Mathews was glad to be serving the city. She sees value In everyone's opinion. She ^ discussed the responsibilities of the council and citizens to pitch in and preserve what they have in River 92 Heights. She said communication is also very important to her. 93 Public Comment: Janice Skousen thanked the outgoing city council. She appreciated the park and 94 city block master plans being visible to citizens. She hoped that citizens could volunteer and make 95 donations to help the plans move along faster. She was willing to help with beautification of the city. 96 Appointment of Jason Thompson to the Wastewater Treatment Rate Committee. COG,and 97 CMPO: Mayor Thompson expressed it would be his honor to serve on these committees. 98 Councilmember Gallup moved to "appoint Mayor Thompson to the Wastewater Treatment Rate 99 Committee, COG and the CMPO Executive Committee." Councilmember Milbank seconded the motion, 100 with Gallup, Glover, Mathews, Milbank and Wright in favor. No one opposed. 101 Discuss Council Assignments: Mayor Thompson said he had spent a lot of time thinking about the 102 strengths of those on the council and announced the following assignments: 103 Chris Milbank Parks 104 Janet Mathews Water and Sewer 105 Tyson Glover Streets and Sidewalks 106 Sharlie Gallup Community Affairs, Public Safety 107 Blake Wright Planning and Zoning 108 The council gave their advice and consent for the new assignments. 109 Discussion was held regarding the appointment of mayor pro tempore. Because Councilmember 110 Clausen had filled the position for a few years, someone else needed to be appointed. "% Councilmember Wright moved to "appoint Councilmember Milbank as mayor pro tem for the city of River Heights." Councilmember Glover seconded the motion, which carried with Gallup, Glover, 113 Mathews, Milbank and Wright Is favor. No one opposed. 114 Council Discussion on Current and Future Projects: Engineer Rasmussen discussed the lower well 115 improvements, which will go out to bid in February. They plan to upgrade the well with a new pump 116 casing. He expressed the need for the larger well to have a viable back-up pump. Well drillers are 117 extremely busy right now. The water line improvement project on River Heights Boulevard was intended 118 to go out to bid in January. They are working with a surveyor, who continues to put him off because he is 119 very busy as well. He hopes it will bid by February. Forsgren is doing the civil work on the Stewart Hill 120 Park Project and BioWest is doing the design. They hope to bid out the first phase in January or February. 121 Councilmember Glover had a list of projects he wanted to add. Prior to doing so, he will take a 122 tour of the city. He'd like to make the project lists public, along with a 5- and 10-year plan. 123 Councilmember Gallup would like to get something done with the Old Church. Mayor Thompson 124 agreed.
