City Council Meeting

City Council Meeting July 13, 2020 The regular Riverdale City Council meeting of July 13, 2020 was called to order at 6:00 PM by Mayor Skuza. Present: Ken Skuza, Jerry Orth, Garth Zimbelman, Dick Cheatley, Jonna Taylor and Auditor Del Kolke Cheatley moved to approve the June 8, 2020 regular meeting minutes and special meeting minutes of June 23, 2020 and June 30, 2020. Taylor seconded. Motion carried. Orth moved to approve the bills. Cheatley seconded. Motion carried. Taylor moved to approve the agenda as amended. Zimbelman seconded. Motion carried. Guest: Cheatley moved to approve Maguire Iron Pay Estimate No. 9 for $83,173.64. Taylor seconded. Motion carried. AJ Tuck, Ulteig Engineers, presented 6th Street Pavement Repair Bid Abstract. Zimbelman moved to accept DL Barkie Construction bid without fabric for $59,545.60. Orth seconded. Roll Call: Orth nay, Zimbelman aye, Cheatley nay, Taylor nay. Motion failed. Cheatley moved to accept Bechtold Paving bid in the amount of $61,560.50 including type R1 fabric. Orth seconded. Roll Call: Orth aye, Zimbelman nay, Cheatley aye, Taylor aye. Motion carried Public Comments: Wayne Munson of Morning Star Campground expressed appreciation for the letter to the campers addressing the parking guidelines. Old Business: Zimbelman moved to accept substation relay setting update proposal from Ulteig Engineers for $5,268 which includes $3,168 for engineering field support. Taylor seconded. Motion carried. Proposed suggestions for campground operations were discussed. Installation of electric meters at each site and rotation of campground manager will be considered for future seasons. New Business: Zimbelman moved to approve sale of Lot 4R Block 1 John Adams Addition for $12,000 to Brock & Dana Oukrop. Taylor seconded. Motion carried. Preliminary budget meeting will be held Monday, August 3 at 6:00 PM. 07/13/2020 Page 2 Orth moved to approve the proposed quote from Suez Water Technologies and Solutions in the amount of $198,168 for complete membrane module replacement and installation support. Taylor seconded. Motion carried. Reports: Fire Dept. reported a dumpster fire at the ballfield July 4 when fireworks were deposited prior to being completely cooled. Auditor will be taking time off during the last two weeks of July and will update council on details. Skuza will have maintenance spray cold storage yard and substation. Several areas in town have Canada thistle and leafy spurge. Auditor is to contact S & M Lawn Service to address these noxious weeds. Zimbelman noted no power outages occurred this past month. He had been contacted by two (2) residents opposing the City contracting police services with McLean County. Auditor is to invite Sheriff Kerzmann to a future meeting. Next meeting is scheduled for Monday, August 10 at 6:00 PM. Meeting adjourned at 6:55 PM.
