City Council Meeting November 14, 2022 The regular Riverdale City Council meeting of November 14, 2022 was called to order at 6:00 by President Zimbelman. Present: Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del Kolke Absent: Alex Taylor Dirk moved to approve consent agenda items. Cheatley seconded. Motion carried. Dirk moved to provide notice to Nathan McCleery, Iron Oar, of hearing at December 12 council meeting regarding violation of city ordinance as noted in Cpl. Cote-Kanning’s case report. Fryda seconded. Roll Call: Fryda aye, Dirk aye, Cheatley aye. Motion carried. Cheatley moved to provide notice to Lee Bertsch of hearing at December 12 council meeting to ensure building in Monroe Addition follows permitted use as outlined in zoning ordinance. Previously granted permission for water and sewer services may be revoked based on these findings. Additionally, the ditch at 407 Dakota Avenue will be discussed as well. Dirk seconded. Roll Call: Fryda aye, Dirk aye, Cheatley aye. Motion carried. New Business: Fryda moved to adopt the Drinking Water SRF bond resolution in the amount of $600,000 for gate valve project as prepared by Arntson Stewart Wegner PC. Cheatley seconded. Motion carried. Dirk moved to increase Morning Star Campground rates to $1,225 for non-sewer sites and $1,450 for sites with sewer. Fryda seconded. Motion carried. Reports: Grant Dockter, Moore Engineering, provided a report on gate valve replacement project and raw water line project. DL Barkie will continue gate valve work until Thanksgiving and then reevaluate. Raw water line project plans are approximately 60% complete. Fire Dept. had pump on fire engine tested and serviced. Due to implementation of SIRN 20/20, radios will be required to be 800 MHz to be compatible with the new system. This will require updating seven (7) radios. Matching funds up to $1500/radio are available through the state. Zimbelman presented an updated quote for picnic tables at the campground. Dirk moved to purchase sixty (60) 6’ poly-covered steel picnic tables for Morning Star Campground at a cost of $950/table. Cheatley seconded. Motion carried.
