City Council Meeting
December 12, 2022
The regular Riverdale City Council meeting of December 12, 2022 was called to order at 6:00 by
Mayor Taylor.
Present: Alex Taylor, Garth Zimbelman (via phone), Dave Fryda, Mike Dirk, Dick Cheatley and
Auditor Del Kolke
Cheatley moved to approve consent agenda items. Fryda seconded. Motion carried.
Hearings:
Building inspector provided an inspection report and pictures of the building located on Lot 3
Block 2 Monroe Addition noting items not in compliance with city zoning ordinances and ND
Building Codes. Dirk moved to deny request of Mr. Bertsch to allow this property to be utilized
as residential space. Cheatley seconded. Roll Call: Zimbelman aye, Fryda aye, Dirk aye,
Cheatley aye. Motion carried. Dirk moved to revoke previously approved water and sewer
services until building code violations are brought into compliance. Cheatley seconded. Roll
Call: Zimbelman aye, Fryda aye, Dirk aye, Cheatley nay. Motion carried. Discussion
transitioned to the ditch at 407 Dakota Avenue. City engineer explained the purpose of a ditch
is water conveyance and the current status does not allow proper drainage. Mr. Tuck will
recommend a solution to the situation.
The hearing for Iron Oar is tabled until January. Auditor will request body cam footage from
November 6th incident.
Guest:
AJ Tuck, Moore Engineering, has submitted application to the Clean Water State Revolving Fund
for potential funding of the remaining sewer line of approximately two (2) miles to lagoon to be
relined. DL Barkie has completed 21 gates valves of Phase I and suspended work for the
season. Cheatley moved to approve Pay Request No. 1 for $341,444.22. Zimbelman seconded.
Motion carried. Dirk moved to approve the plans and specs for Phase II gate valve
improvements and authorize Moore Engineering to bid the project. Fryda seconded. Motion
carried. Fryda moved to advertise the project for bidding. Cheatley seconded. Motion carried.
Cheatley moved to authorize auditor and mayor to sign necessary paperwork for grant and loan
applications. Dirk seconded. Motion carried. City representation at the February 9 Dakota
Water Resource meeting is encouraged.
Old Business:
Continued research of rehabilitation costs of Plaza Building I are being gathered to provide
information to determine fate of the structure.

Reports:
Fire Dept. has winterized trucks.
Taylor reported a water break on a vacant portion of a residential lot located south of Missouri
Drive on 3rd Street which has been repaired.
Dirk has visited with Dave Beck, Corps of Engineers, and has been reassured rip rap delivery will
not occur until after January 1 and Missouri Drive roadbed should be better able to withstand
heavy truck traffic. Corps of Engineers has stated they will repair any damages incurred.
Cheatley noted pump and motor issues continue to be a concern as they are reaching end of
service age.
City hall may be closed Dec. 16-19. City employees will not be working Dec. 23 & Dec. 26 for
the Christmas holiday and Jan. 2 for New Year’s.
Next meeting is scheduled for Monday, January 9 at 6:00 PM.
