City Council Meeting February 13, 2023 The regular Riverdale City Council meeting of February 13, 2023 was called to order at 6:00 PM by Mayor Taylor. Present: Alex Taylor, Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del Kolke Cheatley moved to approve consent agenda. Zimbelman seconded. Motion carried. Guest: Moore Engineering representatives, Grant Dockter and Kris Flagtwet, presented bid tabulation for phase 2 of gate valve replacement. Cheatley moved to approve DL Barkie bid of $439,675.00 contingent on ND Dept. of Environmental Quality approval. Fryda seconded. Motion carried. State Water Commission has approved 60% funding for phase 2. Cheatley moved to authorize filing an application with the ND Dept. of Environmental Quality for assistance performing a lead service line inventory in compliance with the Lead and Copper Rule Revisions. Dirk seconded. Motion carried. Old Business: An architect will be coming to Riverdale to provide options for Plaza Buildings. McLean County Commissioners have been informed of Building I condition. New Business: Dirk moved to open landfill in the winter by appointment, scheduled 24 hours in advance with city auditor, on a trial basis. Motion died for lack of a second. Zimbelman moved to transfer $50,000 from Electrical Enterprise Fund to General Fund, $750,000 from Electrical Enterprise Fund to Electrical Capital Improvement Project Fund, $56,000 from Campground Enterprise Fund to General Fund, and $25,000 from Campground Enterprise Fund to Campground Capital Improvement Project Fund. Cheatley seconded. Roll Call: Zimbelman aye, Fryda aye, Dirk aye, Cheatley aye. Motion carried. Auditor provided a Schedule of Rates from Interstate Engineering for subcontracting building inspector duties with their firm. Representatives will be invited to the March meeting for further discussion. Reports: Fire Dept. has placed order for new SIRN radios amounting to $25,412.40. Taylor has found acceptable LED lights for city shop costing $135.00 each with a total of 25 needed. Dirk moved to allow up to $7,000 for lighting and associated electrical upgrade for city shop. Cheatley seconded. Motion carried. 02/13/2023 Page 2 Dirk met with Corps of Engineer staff and rock hauling contractor for best practices to ensure minimal damage to city roads when transporting of riprap material begins. City hall will be closed Monday, February 20 for President’s Day. Board of Equalization meeting is scheduled for Monday, April 10 at 5:30. Next meeting is scheduled for Monday, March 13 at 6:00 PM.
