City Council Meeting

City Council Meeting March 13, 2023 The regular Riverdale City Council meeting of March 13, 2023 was called to order at 6:00 PM by President Zimbelman. Present: Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del Kolke Absent: Alex Taylor Cheatley moved to approve consent agenda. Fryda seconded. Motion carried. Guest: Interstate Engineering representatives were present to discuss handling building inspector duties for the City of Riverdale. They provide this service to several other communities and have certified personnel to meet the requirements. A schedule of rates was provided along with inspection recommendations per job. Tabled until April meeting. Old Business: Plaza Building options being considered at this time are roof replacement and electrical upgrades in Plaza Bldg. 1; and an architectural proposal for combining all entities into one building (Plaza Bldg. 2) and demolish Plaza Bldg. 1. Cheatley moved to accept J2 Studio proposal of $5,290 to design options for consideration. Fryda seconded. Motion carried. New Business: Cheatley motioned to designate city website (www.riverdalenorthdakota.com) for government activities only and no longer post The Riverdale Times. Dirk seconded. Motion carried. Dirk moved to terminate employment of Todd Martinson effective immediately. Cheatley seconded. Roll Call: Fryda aye, Dirk aye, Cheatley aye. Motion carried. Fryda moved to provide a severance package of current pay and health insurance through the month of April. Cheatley seconded. Roll Call: Fryda aye, Dirk aye, Cheatley aye. Motion carried. Reports: Dirk reported the rock hauling contractors for the Corps of Engineers are nearing completion and have complied with recommendations. Fryda noted the delivery of the back-up batteries for the switchgear has been delayed. Auditor will be out of the office March 21-22 for a conference. City hall will be closed Friday, April 7. Spring clean-up week is scheduled for May 9-16. Board of Equalization meeting will be held Monday, April 10 at 5:30 PM. Auditor requested an update from the Corps of Engineers regarding the City’s electrical service at the switchyard and received confirmation the project is progressing and further information will be available this summer. 03/13/2023 Page 2 Next meeting is scheduled for Monday, April 10 at 6:00 PM.
