City Council Meeting
June 12, 2023
The regular Riverdale City Council meeting of June 12, 2023 was called to order at 6:00 PM by
Mayor Taylor.
Present: Alex Taylor, Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del
Kolke
Cheatley moved to approve consent agenda. Fryda seconded. Motion carried.
Guests:
Corporal Torrez, McLean County Sheriff’s Dept., was available to field questions from council
members on enforcement and compliance issues. Fryda moved to approve the 2024 Police
Service Contract with McLean County Sheriff’s Dept. at an annual cost of $32,226.24. Cheatley
seconded. Motion carried.
Moore Engineering representatives stated gate valve replacement project has resumed. Raw
water line plans are 99% complete and a final walk-through will take place June 13th.
Plaza Building I supporters provided a written request to explore funding options, with city
council support, to preserve the building. Testimony from supporters and factual data from
council were shared.
Old Business:
Work continues on developing a job description for vacant position.
Cheatley moved to support grant writing by supporters for Plaza I roof and electrical repairs,
amounting to approximately $275,000, with a one-year timeframe to acquire funds. Fryda
seconded. Roll Call: Zimbelman aye, Fryda aye, Dirk nay, Cheatley aye. Motion carried.
New Business:
Cheatley moved to approve city auditor bond of $818,750 as required by NDCC 40-13-02. Dirk
seconded. Motion carried.
Newly implemented building permit process was discussed for clarification. Application is
submitted to City Auditor, reviewed by a designated city representative to ensure completeness,
passed to Interstate Engineering for compliance review and permit issued.
Primary electrical service to Reel Convenience is not within easement. Options to address this
issue will be explored.
Dirk introduced a resolution to City Ordinance 13-05-04 to increase cost of non-compliance of
grass cutting and weed control from $150 to $300 per lot after written notice is provided.
Cheatley seconded. Motion carried.

Guest:
Tim Lingelbach, Tim Dandy’s BBQ, requested permission to set up his food truck near Morning
Star Campground. Zimbelman moved to allow vendors to utilize the designated area northwest
of the campground, approximately 50’ west of electrical panel in grassy area, provided the
vendor complies with city ordinance requirements for transient merchants. Fryda seconded.
Motion carried.
Reports:
Fire Dept. representative reported oil was changed in fire engine truck.
Zimbelman explained a dump station incident at the campground required maintenance to be
called out on the weekend to clear a blockage. Later, additional issues required excavation to
dig out a portion of pipe to remove several items deposited in the line.
Dirk noted the water treatment facility roof has been completed. Information has been
received on possible crushing of concrete and asphalt at the landfill. Maintenance has reduced
mowing along roadways (Overlook area and Missouri Drive). A replacement motor for
lawnmower, costing $3,210, will be ordered.
Cheatley indicated a leak from the water tower has been discovered. Due to excessive water
usage in the summer, repair will not be scheduled until later.
Auditor received interest from seven (7) individuals wanting picnic tables. Tables will be placed
outside the City Shop for pickup. Budget sheets were distributed to council for their input. City
hall will be closed June 15.
Next meeting is scheduled for Monday, July 10 at 6:00 PM.
