City Council Meeting
July 10, 2023
The regular Riverdale City Council meeting of July 10, 2023 was called to order at 6:00 PM by
Mayor Taylor.
Present: Alex Taylor, Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del
Kolke
Cheatley moved to approve consent agenda. Dirk seconded. Motion carried.
Guests:
Moore Engineering representatives indicated Phase I of the gate valve replacement project has
been completed and a final inspection will be performed July 12. Contractor will begin Phase II
August 7. Dirk moved to approve Pay Request No. 2 for $127,533.70. Fryda seconded. Motion
carried. Corps of Engineers provided comments on raw water line plans which will require a
seepage mitigation system and pipe condition assessment. Expected bid timeline will be this
winter.
Larry Smith requested No Parking signs be removed from 8th St. and Nebraska Ave. and allow
parallel parking in that area. Dirk moved to remove signs and allow parking. Cheatley
seconded. Roll Call: Zimbelman nay, Fryda aye, Dirk aye, Cheatley aye. Motion carried.
Old Business:
A job description for additional water plant/public works employee was provided to council.
Auditor will gather information on the city participating in the ND Public Employees Retirement
System (PERS).
Preliminary budget figures are due to the city auditor by July 26. August council meeting will be
held Monday, July 31 at 6:00 PM and preliminary budget will also be discussed at this meeting.
New Business:
Fryda moved to designate Missouri River Energy Services (MRES) as manager of the City of
Riverdale’s Renewable Energy Certificates from Western Area Power Administration (WAPA).
Zimbelman seconded. Motion carried.
The current website provider for the city, GovOffice, has requested a four-year commitment
with a substantial price increase. Alternate vendors were researched and proposals received.
Cheatley moved to engage with Town Web as website developer, manager and host. Fryda
seconded. Motion carried.
Reports:
Fire Dept. reported no incidents with fireworks July 4th.

Mayor noted City of Riverdale sign on Hwy. 200 had fallen and requires repairs. Maintenance
will address this. Another sign in this area was removed as well as a tree and brush.
Dirk suggested purchasing a new Bobcat and attachments with an estimated cost of $100,000.
He also pointed out the shop parking lot is breaking up and may need to be addressed.
Auditor notified council a monthly increase of $121.85 for Blue Cross Blue Shield health
insurance premium will begin upon renewal of policy in September.
Next meeting is scheduled for Monday, July 31 at 6:00 PM.
Meeting adjourned at 7:45 PM.
