City Council Meeting July 31, 2023 The regular Riverdale City Council meeting of July 31, 2023 was called to order at 6:00 PM by Mayor Taylor. Present: Alex Taylor, Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del Kolke Cheatley moved to approve consent agenda. Fryda seconded. Motion carried. Guest: Moore Engineering representatives provided an update on the gate valve replacement project. Dirk moved to approve Change Order #1 which decreases Phase I contract $4,340.60. Cheatley seconded. Motion carried. Dirk moved to approve Phase I Pay Request No. 3 for $141,092.08. Cheatley seconded. Motion carried. Cheatley moved to accept July 31, 2023 as substantial completion date for Phase I of project which marks the beginning of one year warranty. Dirk seconded. Motion carried. Cheatley moved to approve Phase II Pay Request No. 1 for $195,420.14. Fryda seconded. Motion carried. Due to escalating costs and plan revisions mandated by the US Army Corps of Engineers for the raw water line, alternates will be explored and letters sent to congressional delegates. Old Business: Discussion of preliminary budget figures was held and questions arose regarding the need for a municipal judge. Auditor will research this and provide details. Dirk moved to approve the 2024 preliminary budget. Cheatley seconded. Motion carried. New Business: The Riverdale sign along Hwy. 200 required repair. This area along with 10 th Street area were cleaned up. Options for a new 4 X 8 aluminum sign will be pursued. Dirk moved to reduce price of two (2) remaining John Adams lots to $7,000 each. Cheatley seconded. Motion carried. Reports: Taylor informed council he hired a new water plant/public works technician. Jeremy Dirk is slated to begin Sept. 1 at a rate of $27.50/hour. Upon completion of Class II water certification, rate will increase to $30.00/hour. Discussion on skid steer replacement options continued as another proposal was presented. Cheatley moved to purchase an S86 Bobcat skid steer loader with bucket for $74,290.38 and an Erskine snowblower attachment for $11,550 from Swanston Equipment. Dirk seconded. Motion carried. The current Bobcat will be sold. Zimbelman reported the First District Health Unit completed its annual inspection of the Morning Star Campground on July 18. Areas of concern will be addressed. 07/31/2023 Page 2 Dirk is surveying trees for Dutch Elm disease and property owners will receive notification to remove these trees. Cheatley noted the water tower leak is scheduled to be addressed in September. The tower will need to be drained/lowered for repairs. To alleviate water pressure concerns during this time, a valve has been ordered and programming will be required. Dirk moved to schedule budget hearing for Monday, Sept. 11 at 6:00 PM. Cheatley seconded. Motion carried. Next meeting is scheduled for Monday, September 11 at 6:00 PM. Meeting adjourned at 8:05 PM.
