City Council Meeting September 11, 2023 The regular Riverdale City Council meeting of September 11, 2023 was called to order at 6:00 by Mayor Taylor. Present: Alex Taylor, Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del Kolke Dirk moved to approve the consent agenda. Cheatley seconded. Motion carried. Guest: Moore Engineering representative indicated continuation of gate valve project will resume October 2. The substantial completion date for Phase II is July 12, 2024. Dirk moved to increase Drinking Water State Revolving Fund loan by $100,000 to secure funding for the remainder of the gate valve construction project. Cheatley seconded. Motion carried. Terry Morast, Morning Star Campground manager, reported a successful camping season and will return as manager for 2024. Dirk moved to reduce the 2024 preliminary budget by $100,000 due to purchase of Bobcat this calendar year. Cheatley seconded. Motion carried. Old Business: Cheatley has visited with a vendor and provided options for Riverdale sign. Work will begin on design. New Business: Cheatley moved to approve the sale of Lots 2R and 3R Block 1 John Adams Addition for $7,000 each to Jerry and Amy Orth. Zimbelman seconded. Motion carried. Planting of trees in boulevards is prohibited by city ordinance. This information will be relayed in the next billing newsletter. Reports: Taylor noted an individual is interested in purchasing city property adjacent to his storage area. A written proposal and property specifications are required before additional consideration by council. Zimbelman indicated several campers may wish to acquire their wooden picnic table and council will allow them to take them at no charge. Dumping in the campground dumpsters by non-camping individuals has been occurring. Letters will be sent to individuals depositing trash there illegally and notice will be provided in newsletter to curtail further incidents. 09/11/2023 Page 2 Cheatley reported the water tower leak previously discovered was not observed during recent inspection. Additional review of this matter will be forthcoming. Auditor will be attending ND League of Cities Annual Conference in Bismarck Sept. 20 – 22. Next meeting is scheduled for Monday, October 9 at 6:00 PM. Meeting adjourned at 7:40 PM.
