City Council Meeting

City Council Meeting November 13, 2023 The regular Riverdale City Council meeting of November 13, 2023 was called to order at 6:00PM by Mayor Taylor. Present: Alex Taylor, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del Kolke Absent: Garth Zimbelman Dirk moved to approve the consent agenda. Cheatley seconded. Motion carried. Guest: Moore Engineering representatives briefed council on ND Dept. of Transportation Flex Fund for transportation improvement projects. Dirk moved to adopt resolution to authorize Moore Engineering to pursue funding for the construction and upgrade of Missouri Drive, Lawson Drive and the installation of a sidewalk between Missouri Drive and Sunset Loop with the City of Riverdale committing $200,000 of local funds. Cheatley seconded. Motion carried. Work has begun on the Water Service Line Inventory as required by the EPA Lead and Copper Rule to protect public health and reduce exposure to lead and copper in drinking water. An informal poll favors the blue Riverdale sign draft. Old Business: Cheatley mentioned an alternate roof repair for Plaza Bldg. I. An estimate will be forthcoming. Dirk moved to proceed with required process to eliminate municipal judge. Fryda seconded. Motion carried. New Business: Dirk moved to approve raffle permit to Ducks Unlimited for Dec. 9, 2023 event. Cheatley seconded. Motion carried. Dirk will gather additional information from the US Postal Service pertaining to street delivery of mail and placement of mailboxes to accommodate this. Council agrees to implement a policy requiring someone to be present when water service is turned on/off to ensure the desired intent has been achieved and eliminate possible liability concerns. Auditor will provide notice in future city newsletter. Reports: Cheatley moved to send certified letter to Iron Oar requesting violation fine be paid by Dec. 11 or liquor license will be suspended for two (2) weeks as previously approved. Dirk seconded. Motion carried 11/13/2023 Page 2 Fryda reported Otter Tail Power has repaired transfer switch on 13.8kv line and replacement of this switch will be necessary in the future. Dirk noted maintenance utilized new Bobcat and snowblower during recent snow event and it worked well. Auditor informed council of $2,764.65 received for scrap metal recycling. City Hall will be closed Nov. 23-24 for Thanksgiving. Next meeting is scheduled for Monday, December 11 at 6:00 PM. Meeting adjourned at 7:30 PM.
