City Council Meeting March 11, 2024 The regular Riverdale City Council meeting of March 11, 2024 was called to order at 6:00 PM by Mayor Taylor. Present: Alex Taylor, Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del Kolke Cheatley moved to approve the consent agenda. Zimbelman seconded. Motion carried. Guest: Grant Dockter, Moore Engineering, touched on ongoing projects. Gate valve replacement project should resume early April. Additional items for the raw water line require attention and a meeting is scheduled for next week with State Water Commission representatives. Response to the Water Service Line Inventory has been going well. Old Business: Dirk moved to approve the second reading of Ordinance No. 49 which abolishes the municipal judge and transfers municipal court cases to district court. Fryda seconded. Motion carried. Bullinger Tree Service has begun tree removal. They will also perform power line clearance as noted. Roger Keller will be contacted for stump grinding. The City of Riverdale was deemed eligible to participate in the NDPERS retirement plan. Final approval is tabled while awaiting clarification on several questions. A special meeting to address this may be scheduled. New Business: Haying of city property will need to be bid this year. Specs and updated map will be prepared for council approval at next month’s meeting. Fryda opened discussion on short-term vacation rental properties in Riverdale. Auditor is tasked with gathering information for council consideration. Reports: Fire inspections were conducted by the state for compliance of two (2) establishments as required for holding liquor licenses. Both businesses have deficiencies to address. Taylor visited with legal counsel, drafted and sent a letter to Mr. Bertsch’s attorney regarding modification of Ash Avenue property. Zimbelman reported campground deposit date has passed and eight (8) sites were not renewed. Final signage has been ordered and will be placed prior to season opening. 03/11/2024 Page 2 Cheatley explained two (2) of four (4) 14” valves within the water plant are leaking. Research on replacing/rebuilding them is being done. Compressor has been fixed and is operational. Dirk moved to proceed with autopsy of water treatment facility membranes at a cost of approximately $7,200 to determine the cause of deterioration. Cheatley seconded. Motion carried. City hall will be closed March 19-22 and also Friday, March 29 for Good Friday. Spring clean-up has been scheduled for April 22-29. Board of Equalization meeting will be held Monday, April 8 at 5:30 PM. Next meeting is scheduled for Monday, April 8 at 6:00 PM. Meeting adjourned at 7:45 PM.
