City Council Meeting
May 13, 2024
The regular Riverdale City Council meeting of May 13, 2024 was called to order at 6:00 PM by
Mayor Taylor.
Present: Alex Taylor, Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del
Kolke
Cheatley moved to approve the consent agenda. Fryda seconded. Motion carried.
Guest:
Moore Engineering representatives noted gate valve replacements should finish this week. A
few fire hydrants will then be addressed. Zimbelman moved to approve Pay Request No. 2 for
$36,847.80. Dirk seconded. Motion carried. Raw water line discussion is ongoing with an
alternate option of joining the Red River Valley intake at Washburn which would be funded as a
75% grant and 40-year loan, while current plan is a 30-year loan with 60% loan forgiveness.
Several inquiries prompted a preliminary engineering estimate for water and sewer services in
the John Adams Addition. This project would be special assessed to the properties in this
district and would be eligible for 60% grant monies.
Old Business:
Cheatley moved to approve hay bid for $2,175 per year from Josh Pochant for three (3) years
beginning in 2024 through 2026 and extending the contract for an additional three (3) years
upon request of the bid holder. Dirk seconded. Motion carried.
The one-year deadline for the McLean-Mercer Regional Library to acquire funds for Plaza I
building repairs is approaching and the current lease agreement is set to expire July 14, 2024.
Fryda moved to offer a one (1) year extension of the lease with existing terms to allow adequate
time to explore options. Cheatley seconded. Roll Call: Zimbelman nay, Fryda aye, Dirk nay,
Cheatley aye, Taylor nay. Motion failed.
New Business:
Cheatley moved to designate the Central McLean News-Journal as the official newspaper for the
City of Riverdale. Fryda seconded. Motion carried.
Cheatley moved to approve gaming site authorization for Fort Abraham Lincoln Foundation to
conduct games of chance at Iron Oar from July 1, 2024 – June 30, 2025 and gaming site
authorization for Garrison Area Improvement Association to conduct games of chance at
Knights Bar & Grill and Spillway Coffee House from July 1, 2024 – June 30, 2025. Fryda
seconded. Motion carried.
Police contract is tabled until June meeting.

Dirk moved to increase fine for nuisance animals, Ordinance No. 14-02-07, from $20 to $100.
Fryda seconded. Motion carried. Revised ordinance will be drafted.
Auditor will contact area law firms to solicit proposals for providing legal services to the City of
Riverdale.
Reports:
Fire Dept. will begin flushing fire hydrants during monthly meetings.
Zimbelman reported Terry Morast, campground manager, will not be mowing the commons
area of the campground this season. Maintenance personnel will incorporate this duty into
their schedule.
Dirk is gathering cost estimates for weed spraying of lagoons and right of ways.
Fryda noticed North Country Trail markers at the Riverdale Overlook.
Cheatley noted the valves have arrived and recommends DL Barkie be awarded installation job
at a cost of $7,000.
Auditor has been researching automatic payment options and paperless utility billing. Several
property owners will be notified by letter that their adjacent lots are required to be combined
into one parcel due to city ordinance which does not allow a residential lot to contain only a
garage. City hall will be closed Monday, May 27 for Memorial Day and also May 30 – June 3.
Next meeting is scheduled for Monday, June 10 at 6:00 PM.
