City Council Meeting June 10, 2024 The regular Riverdale City Council meeting of June 10, 2024 was called to order at 6:00 PM by President Zimbelman. Present: Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del Kolke Absent: Alex Taylor Dirk moved to approve the consent agenda. Fryda seconded. Motion carried. Guests: Moore Engineering representative provided gate valve replacement update. Remaining items are restoration and two (2) hydrant replacements. Final walk-through will be scheduled. Dirk moved to approve Pay Request No. 3 for $164,093.86. Fryda seconded. Motion carried. Charles Sorensen (via phone) requested a variance to allow a 14’ X 32’ storage shed to remain on his property without a foundation. The building permit application was denied by the building inspector due to ND Building Code requirements. Dirk moved to deny variance request and to place structure on required footings/foundation as soon as possible. Cheatley seconded. Motion carried. Old Business: Auditor presented a draft letter to the McLean-Mercer Regional Library board members for council input. The letter, outlining building condition and options for consideration, will be sent. Cheatley moved to not renew law enforcement services with McLean County Sheriff’s Dept. for 2025. Dirk seconded. Motion carried. New Business: Cheatley moved to classify summer mowing position as a temporary or seasonal employee paid on an hourly basis and not eligible for benefits. Dirk seconded. Motion carried. Cheatley moved to approve city auditor bond of $1.3 million as required by NDCC 40-13-02. Fryda seconded. Motion carried. Dirk moved to approve the Memorandum of Agreement with the North Dakota Game & Fish Department to designate a portion of the city landfill as a wildlife management area for a period of five (5) years. Cheatley seconded. Motion carried. Cheatley moved to approve purchase of a John Deere Z920M mower in the amount of $11,160.38 with Campground Enterprise Fund contributing $5,000. Fryda seconded. Motion carried. Landfill discussion is tabled until July meeting. 06/10/2024 Page 2 Taylor arrived and assumed chair at 7:25 PM. Reports: Taylor made several courtesy calls informing property owners of mowing deficiencies. Violators of Ordinance No. 44 will be contacted for removal of campers from undeveloped property. Campground notes were provided by Zimbelman. Cheatley noted the automatic transfer switch for the water treatment facility generator is scheduled to be installed Oct. 14. Auditor sent request for interest in providing legal services to the City of Riverdale and has received one (1) interested attorney so far. Preliminary election results will be available on the ND Secretary of State’s website late Tuesday, June 11. Approximately sixty (60) utility bill customers have signed up for paperless billing at this time. Auditor will research cell phone options for maintenance employees and city hall. Congratulations and thanks for serving on council were extended by Mayor Taylor to council members Cheatley and Zimbelman. Next meeting is scheduled for Monday, July 8 at 6:00 PM.
