City Council Meeting
July 8, 2024
The regular Riverdale City Council meeting of July 8, 2024 was called to order at 6:00 PM by
Mayor Taylor.
Present: Alex Taylor, Ken Skuza, Dave Fryda, Mike Dirk, Jerry Orth and Auditor Del Kolke
Organization:
Newly elected council members completed Oaths of Office.
Serving as President of the council will be Mike Dirk and Dave Fryda will be Vice President.
Taylor assigned portfolios:
Taylor – Personnel
Dirk – Water, Sewer, Garbage, Streets
Fryda – Electric
Orth – Water Treatment Facility
Skuza – Campground
Orth moved to approve check signing authority for financial accounts with Bravera Bank and
Bank of North Dakota to Alex Taylor, mayor; Mike Dirk, council president; and Delerie Kolke, city
auditor with removal of Garth Zimbelman on accounts. Fryda seconded. Motion carried.
Dirk moved to appoint city officers. Fryda seconded. Motion carried.

Moore Engineering – City Engineer
Orth moved to approve the consent agenda with addition to agenda to include McLean-Mercer
Regional Library. Dirk seconded. Motion carried.
Guests:
Grant Dockter, Moore Engineering, reported DL Barkie has completed all gate valve installations
and restoration. Moore Engineering representatives and city staff have completed final
inspection and all necessary punch list items have been addressed. Orth moved to approve
Change Order No. 1 for a decrease of $2,191.00 in total project cost. Fryda seconded. Motion
carried. Dirk moved to approve Pay Request No. 4 for $77,970.00. Orth seconded. Motion
carried. Water tower painting is tentatively scheduled for September and water treatment
facility valves will be addressed in October.
Steve Cottingham, McLean-Mercer Regional Library board member, would like more definite
options for the library to consider due to the plaza building condition. The library may be able
to pay rent and city encourages ownership of the building be transferred to the library. Work
will continue on proposals.

Old Business:
Dirk moved to assess a $25.00 charge, beginning in spring 2025, for appliances containing
refrigerants deposited at the landfill. Skuza seconded. Motion carried.
Orth moved to renew law enforcement services with McLean County Sheriff’s Dept. for 2025.
Skuza seconded. Discussion ensued. Orth retracted motion and JR Kerzmann will be invited to
August city council meeting.
New Business:
Ordinance No. 44 is tabled until August meeting.
Preliminary budget was discussed briefly and will be placed on August meeting agenda for
further review. Due to budget submission deadline, the August meeting will be held Tuesday,
August 6 rather than Monday, August 12.
Reports:
Taylor noted a change to underground electrical service for Reel Convenience will be pursued by
the owner. The city will install a 25kv ground mount transformer for the new service line.
Fryda explained the recent power outage was due to a lightning strike at the Corps switchgear
and a breaker issue was the cause of the second interruption. A scheduled outage will take
place on Wednesday, July 10 from approximately 2:00 – 3:00 to address maintenance items.
Fire Dept. reported a very chaotic event at the ball field on July 4th. There were a couple of small
fires and large amounts of trash left scattered throughout the area. Additionally, many folks in
town were shooting off fireworks on their property. Possible changes to the current fireworks
policy may be implemented as non-compliance of current rules is causing dangerous situations.
Next meeting is scheduled for Tuesday, August 6 at 6:00 PM.
