City Council Meeting August 6, 2024 The regular Riverdale City Council meeting of August 6, 2024 was called to order at 6:00 PM by Mayor Taylor. Present: Alex Taylor, Dave Fryda, Mike Dirk, Jerry Orth and Auditor Del Kolke Absent: Ken Skuza Fryda moved to approve the consent agenda. Dirk seconded. Motion carried. Old Business: Dirk moved to accept Donovan & Kaffar proposal to provide legal services for the City of Riverdale. Orth seconded. Motion carried. Auditor recommended all ordinances be reviewed as many are outdated and revisions may be necessary due to changes in policies, North Dakota Century Code, and city operations and structure. The continuation of designating the baseball field for fireworks may present liability concerns. The Riverdale Park Board plans to make several changes for next year and if compliance issues continue, the tradition will no longer be allowed. The city will also be determining if ordinance review will impact this practice as well. Various properties in town have been put on notice that they are in violation of public nuisance ordinances. Concerns include infestation of rodents, risk of injury, and unsightly property. Also, several infractions regarding planning and zoning ordinances are present at Lot 3 Block 2 Monroe Addition. Enforcement for non-compliance properties is necessary and must be addressed. An oversight regarding zoning in the John Adams Addition was discovered and procedure to correct this is forthcoming. Storage buildings in the most recently subdivided properties will continue to be allowed based on variance exception. New Business: Council has decided to keep 2007 Ford F150 for now. Revisions and recommendations to the preliminary budget were discussed. Orth moved to approve the 2025 preliminary budget. Fryda seconded. Motion carried. Auditor suggested an additional Capital Improvement Fund for public buildings (city property) be created. Reports: Fire Dept. responded to a camper fire near the fish hatchery. 08/06/2024 Page 2 Fryda moved to accept T & R Electric quote in the amount of $22,311 for transformer repair and purchase. Dirk seconded. Motion carried. Dirk accompanied Moore Engineering and ND Health Dept. representatives on final inspection of gate valve project. AJ Tuck plans to attend September meeting to begin discussion on street project. Quotes for a tractor with an enclosed cab will be requested to replace aging tractor and bush hog. Auditor reported response to enhanced billing services has been favorable. An additional cell phone number for each maintenance employee has been assigned and the city will reimburse this cost to them based on state requirements. Budget hearing will be held Monday, Sept. 9 at 6:00 PM with regular monthly meeting to follow. City hall will be closed August 14-15, August 27-30 and also Sept. 2 for Labor Day. Next meeting is scheduled for Monday, September 9 at 6:30 PM. Meeting adjourned at 7:35 PM.
