City Council Meeting
September 9, 2024
The regular Riverdale City Council meeting of September 9, 2024 was called to order at 6:05 PM
by Mayor Taylor.
Present: Alex Taylor, Ken Skuza, Dave Fryda, Mike Dirk, Jerry Orth and Auditor Del Kolke
Orth moved to approve the consent agenda. Fryda seconded. Motion carried.
Guest:
Terry Morast, Morning Star Campground manager, reported a successful camping season and
will return as manager for 2025.
New Business:
Dirk moved to purchase a John Deere 5095M Utility Tractor with listed attachments at a cost of
$110,708.48. Fryda seconded. Roll Call: Skuza nay, Fryda aye, Dirk aye, Orth nay, Taylor nay.
Motion failed. Skuza would like to research additional options and requested this item be
placed on October agenda for further discussion.
Reports:
Red fire engine pump was tested and passed inspection. Fire suppression foam was purchased
as well.
Taylor discussed electrical outage situation and protocol for an Otter Tail Power service call. All
city employees and council members will have access to Otter Tail Power for emergency
situations. City maintenance employees will develop a schedule for “call time” and ensure no
disruptions of employee on leave status, if possible.
Skuza plans to remove dead trees and clean-up brush along the campground roadway.
Dirk reported the city street sweeper is no longer operable and it may be in the city’s best
interest to scrap it out and hire a contractor for this annually. Approximate cost for this service
would be $5,000/year. A sewer flushing system will be installed at the campground after it
closes for the season. Maintenance plans to flush hydrants and sewers this fall and possibly
patch areas on 8th Street and also Nebraska Avenue.
Orth indicated dry tanks at the water plant need to be replaced with an expected cost of
$5,000.
Appointees from Riverdale to serve on the Water Advisory Council are Jerry Orth and Mike Dirk.

Auditor met with a Neptune meter reading platform representative. This program is
transitioning into a cloud-based capacity and a compatible smart device will be required to
perform utility readings. Auditor will be attending ND League of Cities Annual Conference in
Grand Forks Sept. 18-20.
Next meeting is scheduled for Monday, October 14 at 6:00 PM.
Meeting adjourned at 7:20 PM.
