VILLAGE OF ROSEMONT AGENDA SPECIAL VILLAGE BOARD MEETING DECEMBER 2, 2020 2ND FLOOR 9501 DEVON AVENUE ROSEMONT, IL I hereby call a Special Village Board Meeting of the Board of Trustees of the Village of Rosemont for Wednesday, December 2, 2020 at the times as set forth in the agenda below. COVID-19 NOTICE: This meeting will be conducted in-person and will be open to the public. The meeting will be conducted in compliance with all social distancing requirements. Those in attendance will be required to wear protective masks. It is the intent of the Village to conduct the meeting pursuant to Governor Pritzker’s Executive Order 2020-63 and the Governmental Functions exemption contained in Section 4(c) of Executive Order 2020-43 (which was readopted in Order 2020-63) “to ensure the operation of government agencies.” If the Village determines that it will be appropriate to broadcast the meeting live, the ability to view the meeting will be available on-line by typing the following web address into an internet browser: https://www.rosemont.com/government/village-hall/. If the Village decides to broadcast the meeting, this will be done solely for the convenience of the public and is not intended to provide a mechanism by which the public will be able to directly comment or participate in the meeting. As the meeting is intended to be fully open to the public, those wishing to comment or otherwise interact with the Village Board will need to attend in-person and at all times remain in compliance with established protective mask and social distancing requirements. Motion to approve and ratify the Second Amendment to the Village of Rosemont’s Service Agreement with PACE for the Route 811 Entertainment Circulator to add a fourth vehicle for service in 2020 from Thanksgiving Day through the Sunday after Thanksgiving Day at a cost not to exceed $2,520.00. 3. Motion to approve Resolution No. R2020-12-2, a Resolution approving a service agreement between the Village of Rosemont and PACE for the Route 811 Rosemont Entertainment Circulator for calendar years 2021 and 2022 at a monthly cost of $32,058.00 and an additional cost for an additional vehicle for the Thanksgiving Day weekend not to exceed $2,737.00 for 2021 and $2,797.00 for 2022. 4. Motion to adopt Ordinance No. 2020-12-2, an Ordinance authorizing the sale or disposal of certain surplus personal property (1998 Bluebird Bus). 5. Motion to approve Resolution No. R2020-12-2A, a Resolution approving a First Amendment to the Donald E. Stephens Convention Center Trade Show Services Agreement between the Village of Rosemont and Rosemont Exposition Services, Inc., to add a new section addressing pandemics. Page 2 of 4 6. Motion to approve Resolution No. R2020-12-2B, a Resolution approving a Settlement Agreement and Release of pending litigation. 7. Motion to approve Resolution No. R2020-12-2C, a Resolution to adopt an IMRF Early Retirement Incentive. (IMRF form 6.77) PUBLIC SAFETY COMMITTEE STREET COMMITTEE MUNICIPAL DEVELOPMENT COMMITTEE 1. Motion to adopt Resolution No. R2020-12-2D, a Resolution approving a Plat of Subdivision titled: “Rosemont Entertainment District Resubdivision, being a Resubsivision in the Northeast Quarter of Section 9 Township 40 North, Range 12 East of the Third Principal Meridian, in Cook County, Illinois.” 2. Motion to approve Ordinance No. 2020-12-2A, an Ordinance approving a Special Use authorizing the retail sale of cannabis by a State of Illinois Adult Use Dispensing Organization Licensee and variances from the Village’s Sign Ordinance. (PharmaCan - 5540 Park Place) 3. Motion to approve Ordinance No. 2020-12-2B, an Ordinance granting a variance from the sign restrictions contained in the Village of Rosemont Sign Ordinance. (Signature Bank - 9450 W. Bryn Mawr) 4. Motion to approve Ordinance No. 2020-12-2C, an Ordinance rescinding Ordinance No. 2020- 5-11D being an Ordinance authorizing the acquisition of property by condemnation or otherwise for a portion of the Higgins Road/Mannheim TIF #7 Redevelopment Plan and Project Area.
