City of Roswell Cemetery Board Tuesday, May 20, 2014 South Park Cemetery Conference Room Committee Members Present: Myrline Chance, President Jake Trujillo, Vice President Rita Kane-Doerhoefer, Secretary Millie Schaeffer, Member Committee Members Absent: Joanne Rose, Member Other Elected Official Present: Jason Perry Staff Present: Mike Kirk, Cemetery Sexton Others Present: ----------------- The meeting was called to order at 4:00 pm by Myrline Chance. Committee Members, Chance, Trujillo, Kane-Doerhoefer, and Schaeffer were present, representing a quorum. Committee Member Rose was absent. Mr. Trujillo moved to approve agenda as presented. Ms. Schaeffer was the second. A voice vote was unanimous and the motion carried. Ms. Kane-Doerhoefer moved to approve the April 15, 2014 minutes. Mr. Trujillo was the second. A voice vote was unanimous and the motion carried. Public Participation on Agenda Items: No public participation Sexton’s Report: Sexton Kirk reported there were twenty-five internments for the month of April, and twenty internments to date in May. Sexton Kirk also reported that the Cemetery is getting prepared for the Memorial Holiday that is coming up, but that we have not been contacted regarding the activities to take place that day, which are under the direction of The American Legion. Sexton Kirk also stated that the cleaning up of graves sites, for the most part, has been completed. Sexton Kirk stated many families were aware of the clean-up but we have had a few individuals not happy. He explained items removed were bagged, named, and placed at the storage area just in case the family members wished to have the items back. Regular Items: A. Discussion of Buildings and Lands Meeting Ms. Kane-Doerhoefer stated that the decision was voted down for the Cemetery Board to have only five members instead of 7 unless it was a state statue and that there could be a maximum of three funeral directors to sit on the Cemetery Board. B. Discussion of State Statues Ms. Kane-Doerhoefer researched the State Statues and verbally read what they state: Section 3-40-2, Cemetery Board. Appointment of members: Terms and Qualifications. A municipality may create by ordinance a Cemetery Board to care for, manage, and control a municipal Cemetery. The Cemetery Board shall 1) be known as a Cemetery Board (Roswell), 2) consist of five members, 3) be appointed by the Mayor with the consent of the governing bodies. It also states a member of the Cemetery Board shall 1) hold office for a term of two years, 2) serve without compensation, 3) qualify by taking an oath. C. Voting on new bylaws before next Building and Lands Meeting Ms. Kane-Doerhoefer proposed to accept: Article 2 Membership, Section 1 Membership. The members of the board shall be those persons appointed by the Mayor of the City of Roswell New Mexico with the biasing consent of the City Council. The Board shall be comprised of five members, and one ex- official member. The number of members who own or work for funeral homes or family members of funeral home personnel or owners or are otherwise significantly associated with funeral homes shall never exceed one. A voice vote was unanimous and the motion carried. Old Business: A discussion was held as to who would be attending the Business and Lands Meeting being held Tuesday, May 27, 2014 at 8:30 a.m. Ms. Chance, Ms. Kane-Doerhoefer, and Ms. Schaeffer, all stated that they would be attending the meeting. Mr. Perry asked for clarification to the terms of the current Cemetery Board members. According to City Records, Jake Trujillo’s first term started April 2010, Terry Mitchell moved out of state, Myrline Chance terms out this year, Rita Kane-Doerhoefer started April 2012-2016 which is her second term, and Millie Schaeffer finished out George’s term, and is up for reappointment. Mr. Perry also mentioned a few individuals who are interested in serving on the Cemetery Board. They are as follows: Jack Ferguson, Jerry O’Dette, and Pansy Moffitt. Also discussed was the construction of a Pavilion for South Park Cemetery, and the Veterans Cemetery. New Business: Mr. Trujillo mentioned about a month ago, the United Daughters of Confederacy held a ceremony for three Civil War Veterans that are buried here at South Park Cemetery. Public Participation of Non-Agenda Items: None Next meeting Date: The next meeting will be held June 17, 2014 at 4:00 p.m. The meeting adjourned.
