Notice of this meeting was given to the public in compliance with Sections 10-15-1
through 10-15-4 NMSA 1978 and Resolution 22-14.
ROLL CALL
The meeting convened at 4:05 p.m. with Chairman Corn presiding; Councilors Foster,
Heldenbrand and Perry present.
Staff present: Juan Fuentes, Mike Mathews, Janie Davies, Abraham Chaparro, Debbie
Reyer, Hess Yntema, Amanda Davis, Juanita Jennings (via GoToMeeting)
Guests present: Mayor Tim Jennings, Councilor Juan Oropesa, Councilor Cristina
Arnold, Councilor Juliana Halvorson, Councilor Jeanine Best (via GoToMeeting), Rita
Kane-Doerhoefer, Bruce Andler (via GoToMeeting), Terri Harber (Roswell Daily Record)
APPROVAL OF THE AGENDA
Councilor Foster moved to approve the November 28, 2022 regular Finance Committee
meeting agenda. Councilor Heldenbrand was the second. A voice vote was as follows:
Robert Corn-yes, Barry Foster-yes, Jason Perry-yes, Councilor Heldenbrand-yes and
the motion passed unanimously 4-0.
ITEMS
1. FY 2023 1st Quarter Financial Report: Ms. Davies presented the balance sheets,
income statements, and open purchase orders as of 9/30/22 for the individual
departments throughout the City. Staff, the Committee and councilors also
discussed potential shortages, water reimbursements, grants, cash-on-hand,
department transfers, indirect costs, the City’s procurement and bidding
processes, enterprise funds, GRT/Lodger’s Tax, staff overtime costs, and the
WWTP debt bond service schedule.
PUBLIC PARTICIPATION
Rita Kane-Doerhoefer questioned unspent funds allocated to fuel costs and janitorial
funding for the Landfill and Solid Waste.
Terri Harber sought clarification on outstanding purchase orders and annualized general
fund items.

The meeting adjourned at 5:54 p.m.
