Special Meeting of the Infrastructure Committee Held in the Conference Room at City Hall June 16, 2016 Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10- 15-4 NMSA 1978 and Resolution 15-56. ROLL CALL The meeting convened at 4:06 p.m. with Chair Best presiding, Councilors Grant and Sanchez being present with Councilor Oropesa being absent. Staff present: Louis Najar, Kevin Dillon, Bill Morris, Jonathan Phillips, Scott Stark, Sharon Coll and William Zarr. Guests present: Timothy Argo, Jeff Tucker and Barry Foster. APPROVAL OF AGENDA Councilor Grant moved to approve the June 16, 2016 Special Infrastructure Committee meeting agenda. Councilor Sanchez was the second. A voice vote was unanimous and the motion passed with Councilor Oropesa being absent. REGULAR ITEMS Award for contract of emergency 48in. water main repair at West Country Club Rd. Mr. Najar discussed the leak which requires repair on West Country Club, between Montana and Sycamore. The contract is in the amount of $99,330 to Adame Construction. Councilor Grant moved to send to full City Council the award for contract of emergency 48in. water main repair at West Country Club Rd. to Adame Construction in the amount of $99,330. Councilor Sanchez was the second. A voice vote was unanimous and the motion passed with Councilor Oropesa being absent. Award for improvements to building 1000 at the Roswell International Air Center. Mr. Dillon discussed building 1000 and the repairs the facility needs to be put back to a usable condition for occupation and the ability to facilitate business of the leasee. Councilor Grant moved to send to full City Council the award for improvements to building 1000 at the Roswell International Air Center as presented. Councilor Sanchez was the second. A voice vote was unanimous and the motion passed with Councilor Oropesa being absent. ADJOURN The meeting adjourned at 4:15 p.m.

BACKGROUND: The 48 inch water main has a new leak which requires repair on West Country Club, between Montana and Sycamore. The City is requesting 100’ feet be replaced. It is the intent that when the new 48” water main is constructed, this 100 foot section would remain. As such, this expenditure will be more efficient. Request for quotes was sent to several utility construction firms capable of large diameter pipe construction. Deadline for quotes is June 15, 2016. All quotes will be reviewed by Engineering and a recommendation to be hand delivered and reviewed by Special Infrastructure Meeting at 4:00pm, June 16, 2016 FINANCIAL CONSIDERATION: This repair is financed by Water Department current FY 2016 budget out of repair and maintenance line items. Richardson Avenue, Roswell, NM 88201 Thursday, June 16, 2016 at 4:30 p.m. ACTION REQUESTED: Consider project Award Recommendations for contract of abatement and put back of RIAC Building 1000. BACKGROUND: Building #1000 was 98% abated previously however, the put back (repair of abated areas) was not completed. This facility stands to become utilized within a new lease. Therefore the facility needs to be “put back” to a usable condition for occupation and the ability to facilitate business of the leasee. FINANCIAL CONSIDERATION: This repair is financed by RIAC current FY 2016 budget out of repair and maintenance line items.
