MINUTES OF THE OCCUPANCY TAX BOARD MEETING Tuesday, August 14, 2018 Regular Meeting 2:30 P.M. CALL TO ORDER AND WELCOME – The regular meeting of the Occupancy Tax Board convened at 2:30 p.m. ROLL CALL Members Present: Jim Fielding, Kerry Moore, Roxanne Slayton, Jill Cleveland Members absent: Elaine Dotts A quorum was present. Staff Present: Juanita Jennings, Director of Public Affairs, Allison Gray, Tourism & Event Manager Others Present: Geneva Canon, Sarai Fowler, RSO, Tony Souza, Way Way Off Broadway, Larry Connelly, Candy McClelland, Saddle Barn Rodeo, Kecia Hopper, Milkman Triathlon, George & Patty Swenson, Roswell Invaders, James Matteucci, Hike It Spike It, Cla Avery, Hike It Spike It, Juliana Halvorson, MainStreet Roswell, Kim Wood, MainStreetRoswell, Amy Davis, HSSENM, Molly Boyles, MainStreet Roswell, Kathy Lay, MainStreet Roswell. APPROVAL OF AGENDA – Ms. Moore motioned to approve the agenda. Ms. Cleveland seconded the motion. A voice vote was unanimous (4-0) and the motion passed with member Dotts being absent. APPROVAL OF MINUTES – Ms. Moore motioned to approve the April 2018 OTB Meeting minutes. Ms. Cleveland seconded the motion. A voice vote was unanimous (4-0) and the motion passed with member Dotts being absent. PUBLIC COMMENTS - None. REGULAR ITEMS (Action Items): 1. Lodgers’ Tax Request – Roswell Symphony Orchestra Mr. Fielding introduced this funding request. Ms. Fowler, a representative from the Roswell Symphony Orchestra presented the request for Lodgers Tax funding. There was discussion on the amount of the funding request. Ms. Moore motioned to table the Roswell Symphony Orchestra’s Lodgers Tax Request until the next OTB meeting. Mr. Fielding seconded the motion. A voice vote was unanimous (4-0) and the motion passed with member Dotts being absent. 2. Lodgers’ Tax Request – Milkman Triathlon Mr. Fielding introduced this funding request. Kecia Hopper, a representative from the Milkman Triathlon presented the request for Lodgers Tax funding. Ms. Moore motioned to recommend to the Finance Committee $1,500 at a 50% reimbursement rate. Ms. Slayton seconded the motion. A voice vote was unanimous (4-0) and the motion passed with member Dotts being absent. 3. Lodgers Tax Request – Roswell Invaders Baseball Mr. Fielding introduced this funding request. George and Patty Swenson, representatives from the Roswell Invaders presented the request for Lodgers Tax funding. Ms. Moore motioned to recommend to the Finance Committee $1,750 at a 50% reimbursement rate. Ms. Cleveland seconded the motion. A voice vote was unanimous (4-0) and the motion passed with member Dotts being absent. 4. Lodgers Tax Request – Jesse Andrus & Mike Hillman Memorial Rodeo Mr. Fielding introduced this funding request. Candy McClellan, a representative from Andrus & Hillman Memorial Rodeo, presented the request for Lodgers Tax funding. Ms. Moore motioned to recommend to the Finance Committee $2,000 at a 50% reimbursement rate. Ms. Cleveland seconded the motion. There was discussion on the amount of the funding request. Ms. Moore made a motion to amend the motion and table the item until the next OTB meeting. Ms. Cleveland seconded the motion. A voice vote was unanimous (4-0) and the motion to table passed with member Dotts being absent. 5. Lodgers Tax Request – Hike It Spike It Mr. Fielding introduced this funding request. James Matteucci, a representative from Hike It Spike It presented the request for Lodgers Tax funding. Ms. Moore motioned to recommend to the Finance Committee up to $24,999 at a 50% reimbursement rate. Ms. Cleveland seconded the motion. A voice vote was unanimous (4-0) and the motion passed with member Dotts being absent. 6. Lodgers Tax Request – Historical Society for SENM Public Awareness Project Mr. Fielding introduced this funding request. Ms. Davis, a representative from the Historical Society for SENM presented the request for Lodgers Tax funding. There was discussion regarding marketing having to be 30 miles and out from Roswell as per the policy. Ms. Moore motioned to table the Historical Society for SENM’s Lodgers Tax Request until the next OTB meeting. Ms. Slayton seconded the motion. A voice vote was unanimous (4-0) and the motion passed with member Dotts being absent. 7. Lodgers Tax Request – Way Way Off Broadway Mr. Fielding introduced this funding request. Mr. Souza, a representative from Way Way Off Broadway presented the request for Lodgers Tax funding. There was discussion regarding the out of town funding amount. Mr. Souza made a verbal amendment to list their out of town amount as $1,350. Ms. Slayton motioned to recommend to the Finance Committee up to $675 at a 50% reimbursement rate. Ms. Moore seconded the motion. A voice vote was unanimous (4-0) and the motion passed with member Dotts being absent. 8. Lodgers Tax Request – 2019 UFO Festival Mr. Fielding introduced this funding request. Molly Boyles, Kathy Lay and Juliana Halvorson, representatives from MainStreet Roswell presented the request for Lodgers Tax funding. There was discussion regarding the amount of the funding request. Ms. Moore motioned to table the 2019 UFO Festival’s Lodgers Tax Request until the next OTB meeting. Ms. Cleveland seconded the motion. A voice vote was unanimous (4-0) and the motion passed with member Dotts being absent. Other Business / Non-Action Items / Information Items / Reports (Non-Action Items): 9. Reports The Lodgers Tax reports were reviewed. 10. There was a statement that the 2019 Galacticon did not request Lodgers Tax funding. ADJOURN Ms. Cleveland motioned to adjourn. Ms. Slayton seconded the motion. A voice vote was unanimous (4-0) and the motion passed with member Dotts being absent. The meeting was adjourned at 3:30 p.m.
