MINUTES OF THE PARKS AND RECREATION COMMISSION Parks Administration Office 1101 W. 4th St. July 17, 2023 5:30 PM Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15- 4, NMSA 1978 and Resolution 23-01. A. CALL TO ORDER Chair James Edwards called the July 17, 2023 meeting to order at 5:35 p.m. *** For the Record: There were technical difficulties with the GoToMeeting audio/visual from 5:35 p.m. to 5:57 p.m.*** B. ROLL CALL The following Members were present: Laurie Dudek, James Edwards, Jeneva Dearing- Martinez, Daniel L. Sanchez, Maegan Sanders, and Becky Joyce with Becky Robertson being absent. Staff present: Jim Burress, Special Services Director; Colette Hall, Recreation Director; John Wright, Zoo Director, and Sharene Brooks, Parks Administrative Assistant, Sr. Guests present: Councilor Juan Oropesa, Vicki Burress, Rita Kane-Doerhoefer, Tracy Hutcherson, Chrissy Smith, Dr. Jaime McKinney-Wright, Ashley Booth, Kendra Smith, Andy Luikens, Nathan Smith, Anna Martin, Tori Hornick, Kevin Caple, Carolyn Madison, Ashley Cathey, Matthew Shappard, Chance Coats, and Larry Fresquez. Guests via GoToMeeting: Bruce Andler. C. APPROVAL OF AGENDA – Chair Edwards motioned to move item “F.4. - Other Business - Public Comments” after “D.1. - Approval of the Minutes”. Member Dudek seconded. A voice vote was unanimous, and the motion passed 6-0 with Member Robertson being absent. D. APPROVAL OF THE MINUTES 1. Member Sanchez motioned to approve the minutes from the June 19, 2023 meeting. Member Sanders seconded. A voice vote was unanimous and the motion passed 6-0 with Member Robertson being absent. F. OTHER BUSINESS 4. Public Comments. Guest McKinney-Wright would like for there to be more races for 1 runners and provided some information on the 2023 Walk for Hope event. Guest Hutcherson thanked the City for setting-up the Skate Youth Camp. ***Audio/visual issues ended*** Guest Hornick would like the crack and drain repair at the Skate Park redone. Guest Booth expressed frustrations on the youth volleyball program being cancelled this year. Guest K. Smith stated that the High School Coaches were very concerned about the volleyball issue. Guest Madison addressed the soccer fields at Cielo Grande being switched without notice, had requests and wish lists of the City, and questioned a possible breach of contract. Guest Coats commented on his involvement with the irrigation pump replacement at the Cielo Grande soccer fields. Guest Caple expressed concerns with the soccer fields being changed, the remaining fields not being playable, and being short fields. Guest Shappard commented on field usage in the past and the issue of ruts in the soccer fields due to the lack of fencing. Guest Fresquez felt that the soccer field switch was odd-timing and that usage of volunteer referees for volleyball would not be a good idea. Directors Hall and Burress addressed the issues throughout the comments. E. NON-ACTION ITEMS 2. Report on Recreation Department. Director Hall gave the Recreation report (camps going good/work orders for the facilities/pool days and hours to change/splash pads to stay open until Labor Day). 3. Report on Parks Department. Director Burress gave the Parks report. Member Dudek would like to have a memorial event for previous Parks and Recreation Commission Member Barry Mathison. Guest Burress thanked everyone that had helped with the Pollinator Party. Guest Kane-Doerhoefer commented on trash pick-up by different groups. Member Dearing-Martinez asked about the Zoo status and if there would be some kind of event for the public with the new no admission fee change. Consider Recommending Approval of Outdoor Pickleball Courts at Roswell Adult Center Funded by the Adult Center Foundation. Director Burress provided information regarding the Roswell Adult Center Foundation funding the addition of pickleball courts at the RAC (Roswell Adult Center). He advised that Carolyn Mitchell, President of the RAC Foundation, had already talked with the City Attorney and no road blocks had been indicated. Member Dearing-Martinez motioned to approve a recommendation to General Services for outdoor pickleball courts at RAC funded by the RAC Foundation. Member Dudek seconded. A voice vote was unanimous and the motion passed 4-0 with Members Sanders, Joyce, and Robertson being absent. 1 F. NON-ACTION ITEMS 3. Discussion on City Volunteer Program Regarding Clinics. Members Dearing- Martinez and Edwards expressed frustrations with not being able to move forward with their plans for clinics/classes/camps and the volunteers that they had put together for the trainings. Director Hall addressed the issues. Tight budgets, marketing, and a roller skate clinic were also discussed. 4. Report on Recreation Department. Director Hall gave the Recreation report (attendance numbers/revenue/status of both pools/highlights for the Recreation & Aquatic Center and the RAC). Guest Mitchell, President of the RAC Foundation, provided additional plan and funding information for the proposed pickleball project. 5. Report on Parks Department. Director Burress gave the Parks report (updates/ project information/issues/highlights/upcoming events/statuses) for the South Park Cemetery, the Nancy Lopez Golf Course, the Parks Department, and the Zoo. Member Dearing-Martinez provided information on current and future happenings/improvements at the Skate Park. G. OTHER BUSINESS 6. Public Comments. Guest Kane-Doerhoefer commented on the Roswell Adult Center being for adults, classes for officials for pickleball, getting grants, the RSVP Program, and using the radio to get the word out. Member Dudek and Director Burress discussed the status of the new All Inclusive Park. Member Dearing-Martinez addressed the comments made by Kane-Doerhoefer as to kids being at the RAC. Guest Mitchell commented on quilters teaching/mentoring kids at the RAC and the usage of equipment and machines.
