A. CALL TO ORDER
Chair James Edwards called the August 21, 2023 meeting to order at 5:30 p.m.
B. ROLL CALL
The following Members were present: James Edwards, Maegan Sanders, Becky Joyce,
Becky Robertson, Laurie Dudek, Jeneva Dearing-Martinez, and Daniel L. Sanchez.
Staff present: Jim Burress, Special Services Director; Colette Hall, Recreation Director;
John Wright, Zoo Director; Bruce Andler, Vice-President of UWUA (Utility Workers Union
of America) Local 51; Rene Otero, President of UWUA Local 51; and Sharene Brooks,
Parks Administrative Assistant, Sr.
Guests present: Councilor Juan Oropesa, Corrina Oropesa, Councilor Robert Corn, Vicki
Burress, Rita Kane-Doerhoefer, Tori Hornick, Kerry Moore, Rowan Allen, Jody Belding,
Christina Underwood, Diane Taylor, and Will Cavin.

C. APPROVAL OF THE AGENDA – Member Jeneva Dearing-Martinez motioned to
approve the agenda. Member Sanchez seconded. A voice vote was unanimous and the
motion passed 7-0.
D. APPROVAL OF THE MINUTES
1. Member Dudek motioned to approve the minutes from the July 17, 2023 meeting.
Member Dearing-Martinez seconded. A voice vote was unanimous and the motion
passed 7-0.
E. NON-ACTION ITEMS
2. Report on Recreation Department. Director Hall gave the Recreation report
(revenues/attendance/Alien Chase/memberships/lifeguarding/youth volleyball/basketball
tournament/English as a Second Language (ESL) classes/New Mexico Recreation &
Parks Association (NMRPA) memberships. The exercise equipment at the County Park
and the Skate Camp at the Adult Center were also discussed.

3. Report on Parks Department. Director Burress gave the Parks report (Cemetery –
burial numbers/staffing; Golf – tournaments/revenues; Parks – new Chisum Park/mulch
and watering issues/spraying weeds/parts of Cielo Grande closed). Cremations, new
golf carts, splash pads closing, and porta pot vendors were also discussed.
F. OTHER BUSINESS
4. Public Comments. Guest Moore, President of Friends of Spring River Zoo (FOSRZ),
provided various information regarding zoos, the FOSRZ, and concerns about the Spring
River Zoo. Guest Belding, Secretary of FOSRZ, feared the zoo could be going back to a
“roadside” zoo. Guest Madison, President of Roswell Youth Soccer Association (RYSA),
clarified usage of the soccer fields and offered funding assistance. Guest Kane-Doerhoefer
commented on plans for free rock painting, Keep Chaves County Beautiful trash bags & trash
cans, Visitor Center bathrooms, and prior applications for Educational Director at the zoo.
Guest Horneck, UFO Skate Bash Member, asked about the crack repair at the Skate Park and
provided information on an upcoming event on 9/24 and artwork plans. Guest Diane Taylor of
the Chaves County DWI Prevention Program, would like the World Championship Little
League sign at Lions Hondo repaired.
Directors Wright and Burress addressed issues and answered questions during the
public comments.

A. CALL TO ORDER
Chair James Edwards called the July 17, 2023 meeting to order at 5:35 p.m.

C. APPROVAL OF AGENDA – Chair Edwards motioned to move item “F.4. - Other
Business - Public Comments” after “D.1. - Approval of the Minutes”. Member Dudek
seconded. A voice vote was unanimous, and the motion passed 6-0 with Member
Robertson being absent.
D. APPROVAL OF THE MINUTES
1. Member Sanchez motioned to approve the minutes from the June 19, 2023 meeting.
Member Sanders seconded. A voice vote was unanimous and the motion passed 6-0
with Member Robertson being absent.
F. OTHER BUSINESS
4. Public Comments. Guest McKinney-Wright would like for there to be more races for

runners and provided some information on the 2023 Walk for Hope event. Guest
Hutcherson thanked the City for setting-up the Skate Youth Camp.
***Audio/visual issues ended***
Guest Hornick would like the crack and drain repair at the Skate Park redone. Guest
Booth expressed frustrations on the youth volleyball program being cancelled this year.
Guest K. Smith stated that the High School Coaches were very concerned about the
volleyball issue. Guest Madison addressed the soccer fields at Cielo Grande being
switched without notice, had requests and wish lists of the City, and questioned a
possible breach of contract. Guest Coats commented on his involvement with the
irrigation pump replacement at the Cielo Grande soccer fields. Guest Caple expressed
concerns with the soccer fields being changed, the remaining fields not being playable,
and being short fields. Guest Shappard commented on field usage in the past and the
issue of ruts in the soccer fields due to the lack of fencing. Guest Fresquez felt that the
soccer field switch was odd-timing and that usage of volunteer referees for volleyball
would not be a good idea.
Directors Hall and Burress addressed the issues throughout the comments.
E. NON-ACTION ITEMS
2. Report on Recreation Department. Director Hall gave the Recreation report (camps
going good/work orders for the facilities/pool days and hours to change/splash pads to
stay open until Labor Day).
3. Report on Parks Department. Director Burress gave the Parks report. Member
Dudek would like to have a memorial event for previous Parks and Recreation
Commission Member Barry Mathison. Guest Burress thanked everyone that had helped
with the Pollinator Party. Guest Kane-Doerhoefer commented on trash pick-up by
different groups. Member Dearing-Martinez asked about the Zoo status and if there
would be some kind of event for the public with the new no admission fee change.

Highlights
Recreation
Recreation hosted the annual Alien Chase 5k with 205 runners/walkers registered.
Roswell Recreation Center
Memberships sold: 83
Last three weeks of camp were more succesful than the first, we remained with max registration
for every week with attendance averaging about 27 per day.
Youth Volleyball League registration opened with 101 players registered.
Roswell Aquatic Center
The indoor pool opened and we offered make-up classes for swim lessons that were cancelled in
February. Evening water aerobics started again with a volunteer instructor.
Indoor pool had to close from July 24-26 for repairs discovered when the pool was brought back
to full operations after the four month shut down.
The outdoor pool will go to weekends only starting August 5 to coincide with the start of school
on August 7. Attendance drops way off for the outdoor pool weekdays once school starts and
the lack of weekday staff dictates that only one pool can open.
July pool attendance was 3,826 and there were 2 private parties in the outdoor pool.
Roswell Adult Center
Memberships sold: 15
The Adult Center is now hosting ESL classes with volunteer instructors.
