MINUTES OF THE PARKS AND RECREATION COMMISSION Parks Administration Office 1101 W. 4th St. September 18, 2023 5:30 PM Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15- 4, NMSA 1978 and Resolution 23-40. A. CALL TO ORDER Vice Chair Maegan Sanders called the September 18, 2023 meeting to order at 5:37 p.m. B. ROLL CALL The following Members were present: Maegan Sanders, Becky Robertson, Laurie Dudek, and Daniel L. Sanchez, with Members Edwards, Joyce, and Dearing-Martinez being absent. Staff present: Jim Burress, Special Services Director and Sharene Brooks, Parks Administrative Assistant, Sr. Guests present: Vicki Burress, Chrissy Smith, Tracy Hutcherson, and Terri Harber. Guests via GoToMeeting: Rita Kane-Doerhoefer. C. APPROVAL OF THE AGENDA – Member Laurie Dudek motioned to approve the agenda. Member Sanchez seconded. A voice vote was unanimous and the motion passed 4-0, with Members Edwards, Joyce, and Dearing-Martinez being absent. D. APPROVAL OF THE MINUTES 1. Member Dudek motioned to approve the minutes from the August 21, 2023 meeting. Member Robertson seconded. A voice vote was unanimous and the motion passed 4-0, with Members Edwards, Joyce, and Dearing-Martinez being absent. E. NON-ACTION ITEMS 2. Report on Recreation Department. Director Burress gave the Recreation report (temporary staffing/budgets/soccer season/football starting/basketball & swimming lessons). Issues with the women’s bathroom at the Aquatic Center were discussed. 3. Report on Parks Department. Director Burress gave the Parks report (Zoo – extended hours & free admission/inventory of animals/safety a priority/Vet care & animal records/needing Zookeepers/train track bought/carousel status/waiting for well repair quote; Golf – revenues/the Angie Ramirez Memorial Tournament/great job by staff/new 1 tee time cards; Parks – valves at Del Norte/new Chisum Park/watering & fertilizing soccer fields/aerator repair; Cemetery – Columbarium project). Zookeepers, security cameras, prior golf course income, water usage, and the Adult Center pickleball project were discussed. F. OTHER BUSINESS 4. Public Comments. Guest Smith provided updated information on the plans for a new Skate Park complex and gave details of a meeting with a skate park designer. Guest Hutcherson added that three years could possibly remain on the original warranty for the ramps at the Skate Park. ADJOURN The meeting was adjourned by Vice Chair Maegan Sanders at 6:25 p.m. 2

A voice vote was unanimous and the motion passed 7-0. E. NON-ACTION ITEMS 2. Report on Recreation Department. Director Hall gave the Recreation report (revenues/attendance/Alien Chase/memberships/lifeguarding/youth volleyball/basketball tournament/English as a Second Language (ESL) classes/New Mexico Recreation & Parks Association (NMRPA) memberships. The exercise equipment at the County Park and the Skate Camp at the Adult Center were also discussed. 1 3. Report on Parks Department. Director Burress gave the Parks report (Cemetery – burial numbers/staffing; Golf – tournaments/revenues; Parks – new Chisum Park/mulch and watering issues/spraying weeds/parts of Cielo Grande closed). Cremations, new golf carts, splash pads closing, and porta pot vendors were also discussed. F. OTHER BUSINESS 4. Public Comments. Guest Moore, President of Friends of Spring River Zoo (FOSRZ), provided various information regarding zoos, the FOSRZ, and concerns about the Spring River Zoo. Guest Belding, Secretary of FOSRZ, feared the zoo could be going back to a “roadside” zoo. Guest Madison, President of Roswell Youth Soccer Association (RYSA), clarified usage of the soccer fields and offered funding assistance. Guest Kane-Doerhoefer commented on plans for free rock painting, Keep Chaves County Beautiful trash bags & trash cans, Visitor Center bathrooms, and prior applications for Educational Director at the zoo. Guest Horneck, UFO Skate Bash Member, asked about the crack repair at the Skate Park and provided information on an upcoming event on 9/24 and artwork plans. Guest Diane Taylor of the Chaves County DWI Prevention Program, would like the World Championship Little League sign at Lions Hondo repaired. Directors Wright and Burress addressed issues and answered questions during the public comments. Attendance was 868.  Splash pads will remain open until October 2. Roswell Recreation Center  Memberships sold: 69, Spectator passes sold: 99  Folklorico class has 46 participants registered and was also featured in the RDR.  Youth Volleyball started on August 22 and will end September 30. We had 101 registrations. Games are going well with volunteer coaches helping to officiate.  Registration for the Adult basketball tournament begun, with the cut off being August 31st. Had a total of 12 teams register.  Youth Basketball registration has begun and will cut off on September 30th. Roswell Aquatic Center  Outdoor pool opened on the weekends only starting August 5 and will close for the season after Labor Day.  Guards Continue to do their four hour in-service a month.  Learn To Swim was conducted successfully. Water aerobics classes have started again with a volunteer instructor. The class has brought back memberships and the participants are hoping to have their morning class return.  Due the overwhelming success of the evening aerobics class, new equipment was purchased for the class. Two new aerobics instructors should be certified by the end of next month so we can bring back our very popular morning classes.  Lifeguards had one save of an unattended young child. Two Summer Seasonal LG’s left, leaving us with a total of 11 guards currently. One more will be leaving after Labor Day.  There was 1 private pool parties (Outdoor Pool) and 2 birthday parties with swim passes indoors. Roswell Adult Center  Memberships sold: 9  August was exciting for our Lapidary class. Thelma Dunfee, our volunteer instructor, was recognized during the city council meeting by our city leaders for her amazing work teaching.  Free ESL class for the community are being held in the Computer Lab.  Stained Glass on Thursday evenings and Friday mornings is the only instructional class that continued through the 6-week break. Stained Glass continues to gain more new students each session while also maintaining the attendance of the veteran students.
