Regular Meeting of the Public Safety Committee
Held in the Conference Room at City Hall
July 27, 2015
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-
15-4 NMSA 1978 and Resolution 14-36.
ROLL CALL
The meeting convened at 3:00 p.m. with Vice Chair Sandoval presiding and Councilors Sanchez
and Velasquez present with Councilor Denny being absent.
Staff present: Bill Bartlett, Karen Sanders, Mike Mathews, Devin Graham, Steve Miko, Warren
Aldrich, Matt Stuart, Brad McFadin and Phil Smith.
APPROVAL OF AGENDA
Councilor Velasquez moved to approve the July 27, 2015 regular Public Safety Committee
Meeting Agenda as presented. Councilor Sanchez was the second. A voice vote was unanimous
and the motion passed with Councilor Denny being absent.
APPROVAL OF MINUTES
Councilor Velasquez moved to approve the June 22, 2015 Public Safety Committee meeting minutes.
Councilor Sanchez was the second. A voice vote was unanimous and the motion passed with
Councilor Denny being absent.
REGULAR ITEMS
Resolution No. 15-33
Ms. Sanders gave overview of Resolution No. 15-33. A resolution adopting the “Chaves County
all hazard emergency operations plan” for the city of Roswell, New Mexico. Councilor Sanchez
moved to send to full council Resolution No. 15-33. Councilor Velasquez was the second. A voice
vote was unanimous and the motion passed with Councilor Denny being absent.
NON-ACTION ITEMS
Police Department Report
Chief Smith gave an update on hiring process, body cameras, School Resources Officer Program
and animal control. Staff and committee discussed current incidents and investigations.
Fire Department Report
Chief Graham gave an update on the Fire Department. Reports year to date 2015 include cardiac
arrest saves – 6, structure fires – 56, vehicle fires – 18, grass fires – 37 and false alarms – 225.
Code Enforcement Report
Bill Bartlett discussed the Clean and Safe Program. The Clean and Safe Program is benefiting the
entire community by removing structures and properties that have been in an extreme state of
disrepair and become a nuisance to the surrounding area.
