Regular Meeting of the Public Safety Committee
Held in the Conference Room at City Hall
September 28, 2015
Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-
15-4 NMSA 1978 and Resolution 14-36.
ROLL CALL
The meeting convened at 3:00 p.m. with Chair Denny presiding and Councilors Sanchez and
Sandoval present with Councilor Velasquez being absent; Councilor Denny participated by
telephone.
Staff present: Bill Bartlett, Karen Sanders, Mike Mathews, Devin Graham, Jason Sweatfield and
Phil Smith.
Guests present: Larry Connolly and Chris Birdsey
APPROVAL OF AGENDA
Councilor Sandoval moved to approve the September 28, 2015 regular Public Safety Committee
Meeting Agenda as presented. Councilor Sanchez was the second. A voice vote was unanimous
and the motion passed with Councilor Velasquez being absent; Councilor Denny participated by
telephone.
APPROVAL OF MINUTES
Councilor Sandoval moved to approve the August 24, 2015 Public Safety Committee meeting minutes.

NON-ACTION ITEMS
Police Department Report
Chief Smith gave a statistical analysis report on the Police Department. The statistics are as
follows: crimes against persons up 5%, crimes against persons (non-violent) up 12%, crimes
against household members up 25%, property crimes down 16%, DWI down 20%, arrests down
14% and citations up 16%. Animal control statistics are as follows: euthanasia down 32%,
adoption up 32% and reclaims up 23%.
Fire Department Report
Chief Graham gave an update on the Fire Department. Reports year to date 2015 include cardiac
arrest saves – 8, structure fires – 60, vehicle fires – 23, grass fires – 60 and false alarms – 292.
There are currently 12 openings in the Roswell Fire Department.
Code Enforcement Report
Bill Bartlett stated the Unity Center is about 99% complete. Delay of completion is due to
concrete and cement problems. The Clean and Safe Program comes to an end October 31, 2015.
There are currently 22 outstanding permits.
Emergency Management Report
Karen Sanders gave report on Emergency Management. There was a significant amount of rain
for the week of October 19, 2015. The North side of Roswell got 3.68 inches of rain, the Airport
only had trace amounts and downtown Roswell got 1.08 inches. FEMA was in Roswell to do a
site assessment at the Airport.
