Public Safety Committee Meeting Held at Roswell City Hall Large Conference Room Tuesday, April 19, 2022 at 4:30 p.m. Notice of this meeting was given to the public in compliance with Sections 10-15-1 through 10-15-4, NMSA 1978 and Resolution 22-14. The meeting convened at 4:30 p.m. with Councilor Julianna Halvorson presiding, Councilor Jeanine Best, and Councilor Savino Sanchez, present. Councilor Barry Foster was absent. Staff Present: Mike Mathews, Deputy City Manager; Jill Pollock, RFD; Matt Miller, Chief RFD; Phil Smith, Chief RPD; Toby Franco, Code Enforcement; Teri Best, PVRCC; Karen Sanders, Emergency Management; Deputy Chief Michael Stanton, RPD; Jennifer Garcia, PVRCC; Alison Herring, PVRCC; Jim Burress, Animal Control; Fire Marshal Jared Olive, RFD; and Kevin Maevers, COR Community Development. AGENDA APPROVAL 1. Councilor Best moved to approve the agenda as presented. Councilor Sanchez was the second. A voice vote was unanimous, and the motion passed with Councilor Foster being absent. APPROVAL OF MINUTES 2. Councilor Best moved to approve minutes, as presented, from the March 15, 2022 Public Safety Meeting. Councilor Sanchez was the second. A voice vote was unanimous, and the motion passed with Councilor Foster being absent. REGULAR ITEMS 3. Condemnation Resolution 22-XX: Councilor Best moved to send Resolution 22- XX, containing 1 property to the full council on the consent agenda, as presented, with a recommendation to approve. Councilor Sanchez was the second. A voice vote was unanimous, and the motion passed with Councilor Foster being absent. 4. Consider scope of work for RFP-22-007 (2nd posting) for Fire Apparatus Preventive Maintenance and Repair Services: Councilor Best moved to send RFP-22- 007 (2nd posting) for Fire Apparatus Preventive Maintenance and Repair Services to the full council on the consent agenda, as presented, with a recommendation to approve. Councilor Sanchez was the second. A voice vote was unanimous, and the motion passed with Councilor Foster being absent. NON-ACTION ITEMS None INFORMATION 5. Department Updates: Department updates were given by Fire Chief Matt Miller, Police Chief Phil Smith, Toby Franco from Code Enforcement, Teri Best from PVRCC; Karen Sanders from Emergency Management, and Jim Burress from Animal Control. CHAIR ANNOUNCEMENT/REPORTS 6. Monthly Reports for Police, Fire, Consolidated Dispatch, Emergency Management and Animal Control departments are located in the Public Safety agenda packet. 7.
