REHABILITATION BOARD OF APPEALS
MINUTES OF REGULAR MEETING HELD ON SEPTEMBER 24, 2013
A regular meeting of the Rehabilitation Board of Appeals was held at 7:00 p.m. on
Tuesday, September 24, 2013 in Room 309 of City Hall.

Vice Chairperson Mancour opened the Public Comment. Hearing none, the Public
Comment portion of the meeting was closed.

To approve the minutes of August 27, 2013 as presented.

REHABILITATION APPEALS

COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
Public hearing on community needs toward the development of the Program Year 2014-
2015 Annual Action Plan.
Mr. Murphy reminded the Board of the Federal requirement and its purpose.
Vice Chairperson Mancour opened the public hearing. Hearing none, the Public Hearing
was closed.

Mr. Murphy discussed the tentative schedule as it relates to the completion of the PY 2014-
2015 Annual Action Plan. The tentative schedule also includes the completion of PY 2012-
2013 and PY 2013-2014. A copy of the Application for Assistance, which is due December
30th, was discussed by Board members and staff. New items have been added to the
application packet for further clarification to applicants. The packet will be distributed on
September 26th.

Mr. Murphy stated that city policy requires that all departments must make every effort to
schedule meetings on days and evenings that will not interfere with major religious
holidays. The Board reviewed its 2014 calendar year meeting schedule in conjunction with
a list of religious holidays and determined no conflict.

SUPPORTED by Mr. Stone
Be It Resolved, that the Rehabilitation Board of Appeals, after reviewing the
materials presented and weighing its options, and with all due respect to the various
religious affiliations, hereby approves its 2014 calendar year meeting schedule as
presented.

OTHER BUSINESS
Mr. Murphy informed the Board of the status of HUD’s review of the PY 13/14 Annual
Action Plan. He also stated that HUD, on a national level, has not released any PY 13/14
funding since the start of the program year (July 1, 2013). Project updates were provided
to Board members.
Board members expressed their concern with regard to the potential scenario of eliminating
the Board and having its role and responsibility absorbed by the Planning Commission.
