CIP review - Bob Chatman CIP tells FAA what the airport needs are for a 5 year period. Taxiway B to the East is the current project. For next year rehabilitate Taxiway B to the West including adding an offset from the taxiway to the runway to reduce runway incursions. Another project on the CIP is to overlay the Apron in 2027 ($400,000) requiring 3 years of banked FAA funds. The CIP is reviewed and submitted in October of each year. The FAA would like the airport to have at least $750,000 of projects listed on the CIP. The current KRUE list has $963,000 worth of projects listed. NEW BUSINESS: 1. 2021 AIP Grant Project- Bob Chatman Original plan was to rehabilitate Taxiway B to the East end. FAA discussions established non-compliance between the distance from Taxiway A and Taxiway B. KRUE has a separation distance of 89 feet and the required distance is 105 feet. The FAA wants Taxiway B setback to be compliant. Our grant conditions require compliance with FAA guidance in order to be funded. The project plan has accordingly been changed to 2 RUSSELLVILLE AIRPORT COMMISSION MINUTES DATE 03/02/2021 move the taxiway centerline to 105 foot separation, and the FAA is providing additional $230,000 funding. A new road base will be required and the south end of the two rows of open hangers will require removal to provide the required distance from an obstruction (object free area). An offset will be provided at Taxiway A3 and additional drainage will be constructed. Additionally, Taxiway B will be separated/split at the uphill section (see attached Miller – Newell construction drawing). Considerable concern and discussion ensued over access from the Russellville Hanger Association members to the fuel farm. Construction time has greatly increased to several weeks and will impact access from both the city owned closed hangers and the private hangers. The city expects to take bids in April and May. It usually takes the FAA a couple of months to approve the work; therefore work is expected to start in July or August. The engineer suggested that owners of affected hangers transfer their planes to the shade hangers during the work. It was noted that several aircraft owners in the affected hangers have annual inspections/maintenance during August and the taxiway work may potentially adversely affect them. Commissioner Talburt stated that the city needs to improve the access road on the north side of the hangers to the self serve fuel farm/apron to eliminate the obstructions from power/light poles and the trash dumpster. Engineer Chapman stated the estimated costs ($602,000) are slightly above the FAA budget ($589,000) amount. The city will be required to fund 20% of the project until the project is closed out. At that time matching funding from the State Department of Aeronautics should result in a zero cost to the city. The Mayor and Airport manager will approach the City Council within the next few weeks to approve the project. 2. Snowmageddon 2021 Report- Keith Frazier – Recognition of Dubby Taylor 3. Plan to request to sell unused airport property – Still in discussion with FAA and Trucking company. The airport would like to sell the 4 acres and convert the money to build new hangers that would provide income to the city. The airport has owned the property for 60 years and no income has accrued form it during that time. No access is available to the property from the airport environment because of terrain issues. No real prospects exist for use of the property to the airport. New hangers are in demand and could generate jobs and dollars to the area. MISCELLANEOUS: None MEETING ADJOURNED : ____7:00__ PM__ 3
