Minutes Special Called Russellville City Council Meeting Hughes Center February 29, 2012 at 3 pm The City Council met in a Special Called Meeting held at the Hughes Center. Officials in attendance: Mayor Bill Eaton, Aldermen, Ron Knost, Mark Tripp, Martin Irwin, Randy Horton, Kevin Freeman, Garland Steuber, Burke Larkin, Chaplain Paul Northcut and City Clerk Kathy Collins. Guests present were: Robert McCready, Johnny Storey, Lannis Nicholson, Tracey Cline-Pew and Bruce Moore. Call to Order: Mayor Bill Eaton Special Business: 1. Consideration of an Appropriation and Line Items: (A) Department: Street Line Item #: 02-202-5207 Maintenance & Supplies $19,999.00 Alderman Irwin made the motion to approve the appropriation with a second by Alderman Horton. Motion carries 7-1 on a voice vote. Motion carries with Aldermen Irwin, Horton, Steuber, Freeman, Northcut, Larkin and Tripp voting in favor. Alderman Knost abstain. This amount included an approximate $900.00 change order due to the amount of rock that had to be removed during the excavation for the retention pond in Summit Estates. Alderman Horton suggested to the Council an amendment to the Ordinance outlining the bidding process to include “if the amount was between say between $10,000 and $20,000, written quotes would be required”. (B) Department: General Fund Revenue: 01-101-4063 Miscellaneous $ 34,750.00 Expenditure: 01-110-5214 Vehicle Maintenance $ 34,750.00 Alderman Horton made the motion to approve the pass thru with a second by Alderman Tripp. Motion carries 8-0 on a voice vote. The Fire Department received insurance claim funds due to damage to a Fire Truck during the last rain that caused flooding in the City. 1 2. Consideration of joining the 2012, 50 State Recycle Challenge. Alderman Larking made the motion to proceed with the program with a second by alderman Tripp. Motion carries 8-0 on a voice vote. 3. Consideration of an Agreement Concerning a Retaining Wall. Alderman Tripp made the motion to enter into an agreement with Mr. Carlton Bowden. Alderman Steuber seconded the motion. Motion carries on a 6-2 roll call vote with Aldermen Steuber, Tripp, Knost, Horton, Northcut and Freeman voting in favor. Aldermen Larkin and Irwin voting against. Agreement is to present Mr. Bowden a value consideration of $3,000.00 in which he agrees to “hold harmless” the City of Russellville in the matter. The claim is concerning a retaining wall Mr. Bowden constructed on his property. Adjournment: Motion to adjourn made by Alderman Irwin. Meeting adjourned at 3:30 pm.
