CIVIL SERVICE COMMISSION MEETING 5:00 p.m., Tuesday, March 27, 2012 City Hall 2nd Floor Conference Room MEETING MINUTES Commissioners: City/Department Representatives: Toni Bachman, Chairman Present Paul Northcut, City Council Liaison Present Bert Fleck Absent Trey Smith, City Attorney Present Joe Morrow Absent Tom McMillen, Chief of Police Absent Jim Campbell Present John Cochran, Fire Chief Present Phillip Lea Present Tracey Cline-Pew, Human Resources Present Toni Bachman, Chairman called the meeting to order at 5:00 p.m. The Commission reviewed the minutes of the January meeting. Jim Campbell made a motion that the January minutes be approved. Phillip Lea seconded the motion. The minutes were approved. OLD BUSINESS Civil Service Commission • None Police • None Fire Department • None. NEW BUSINESS Commission • None. Fire Department • Chief Cochran asked the Commission what their thoughts were regarding the use of calculators during the FF/Driver written examination. The Commission did not believe that they should be used unless the testing company allowed them per the written testing instructions. If the testing company did allow them, programmable calculators should not be used. Chief Cochran agreed adding that calculators were not available in critical situations when firefighters were in the field. • Chief Cochran also asked that the Commission consider moving the promotional testing dates due to a conflict with HazMat Tech Certification scheduled for the same week. The Civil Service Commission agreed and the revised 2012 dates for Firefighter/Driver and Captain promotional exams are as follows: Date Time Location Written Examination: Tuesday, May 22, 2012 8:00 a.m. RPD Assessment Center: Thursday, May 24, 2012 1:00 p.m. City Hall/Central Fire Station Oral Interview: Saturday, May 26, 2012 8:00 a.m. City Hall The revised cutoff for signing the eligibility list is Friday, May 11, 2012. Police Department • Chief McMillen asked that the Civil Service Commission consider revising Appendix 3.0 of the Civil Service Rules and Regulations as follows: CSC Interview Structured Interview Written Sergeant 5 25 70 Lieutenant 5 35 60 Captain 5 45 50 Major 5 45 50 • The first reading of the proposed change to the Civil Service Commission Rules and Regulations was conducted. The proposed change set forth above was to Appendix 3.0: Police Department Promotion. • It was reported that Tamaro Marcoe was to begin on April 9 as an entry level Patrol Officer. She is a certified officer and will not have to go to the academy. Thomas Quinn Jones has also been sent a contingent offer of employment pending the results of his physical and psychological examinations. His employment would not become effective until July. Jim Campbell made a motion that the meeting be adjourned. Phillip Lea seconded the motion. Toni Bachman declared the meeting adjourned at 5:40 p.m.
