CIVIL SERVICE COMMISSION MEETING 5:00 p.m., May 29, 2012 City Hall 2nd Floor Conference Room Commissioners: City/Department Representatives: Toni Bachman, Chairman, Present Chaplain Northcut, City Council Liaison, Present Bert Fleck, Present Trey Smith, City Attorney, Present Joe Morrow, Present Tom McMillen, Chief of Police, Present Jim Campbell, Present John Cochran, Fire Chief, Present Phillip Lea, Present Tracey Cline-Pew, Human Resources, Present Meeting Minutes Chairman Toni Bachman called the meeting to order at 5:00 p.m. The Commission reviewed the minutes of the March meeting. Bert Fleck made a motion that the March minutes be approved. Jim Campbell seconded the motion. The minutes were approved. OLD BUSINESS Civil Service Commission • None. Police Trey Smith conducted the second reading of the proposed change to the Civil Service Commission Rules and Regulations. The proposed change affects Appendix 3.0: Police Department Promotion as set forth below: CSC Interview % Structured Interview % Written % Sergeant 5 25 70 Lieutenant 5 35 60 Captain 5 45 50 Major 5 45 50 Chief McMillen explained that a candidate must score a 70% on the written test to even advance to this level of the promotional testing. Fire Department • None. NEW BUSINESS Fire Department Bert Fleck distributed a copy of the Firefighter/Driver’s certified list that will become effective immediately since the current list was depleted. The list is as follows: 1. Christopher Vick 2. Joshua Pitts 3. Tony Sigle 4. Joe Terrell The certified list for the rank of Captain was also distributed. This list will become effective on August 17, 2012. At that time, Lee Weatherall, Assistant Fire Marshall will receive his promotion to the position. The list is as follows: 1. Greg Widner 2. Lee Weatherall 3. Jeremy Wilmoth 4. Michael Mitchell Chief Cochran discussed the Assistant Fire Marshall position. Lee Weatherall placed second on the Captain’s promotional testing. The list becomes effective on August 17, 2012 so Lee Weatherall will be promoted to the rank of Captain on August 18, 2012. Chief Cochran asked the Civil Service Commissioners to be mindful of the script set forth for candidates during all levels and aspects of testing so that the integrity of the examination for each individual remains intact and that there is always a level playing field. He also asked that Commissioners use discretion in their discussion of test results or a participant’s performance due to the potential liability to the City. Bert Fleck pointed out that they did share the results of the written examinations with the participants during the Oral Interviews. Whether or not a participant then shared his results with someone else was not known. Bert Fleck and other commissioners suggested a more private room for the assessments and oral interviews in the future and received assurances that this was an easy accommodation. Chief Cochran stated that the entry level certified list expires in January. He pointed out that there were ten candidates remaining on the current list. Chief Cochran noted that Charlie Reed passed away on Saturday, May 26, 2012. Mr. Reed was the last volunteer Captain to retire from the Russellville Fire Department. His funeral was being held on Wednesday, May 30, 2012 at 9:00 a.m. at Oakland Cemetery. Commission The Mayor’s choice of new commissions was briefly discussed. The Mayor is currently considering reappointing Toni Bachman to the commission. Among the other candidates being considered are Gary Kellum and R.D. Walker. Tracey Cline-Pew will check with the Mayor to see what his thoughts are at this time. Both Toni Bachman and Joe Morrow’s terms ended in April but they have remained on the Commission until new appointments could be made. Police Department Chief McMillen stated that he would like to hold the promotional testing for all ranks in July. Written examinations will be held on July 14, 2012 at 8:00 a.m. at the RPD with assessments to follow two weeks later. Chief McMillen advised the Commission that he was exploring the possibility of providing a resource officer for the Russellville Middle School. The school would pay for one-half of the officer’s salary and expenses if that were to occur. Bert Fleck made a motion that the meeting be adjourned. Jim Campbell seconded the motion. The meeting adjourned at 5:55 p.m.
