CIVIL SERVICE COMMISSION MEETING 5:00 p.m., June 24, 2014 Russellville Fire Department Training Room Commissioners: City/Department Representatives: Toni Bachman, Chairman, Present Freddie Harris, City Council Liaison, Present Bert Fleck, Present Trey Smith, City Attorney, Absent Garrie Kellam, Present Jeff Humphrey, Police Chief, Absent Jim Campbell, Present John Cochran, Fire Chief, Present Phillip Lea, Present Tracey Cline-Pew, Human Resources, Present Meeting Minutes Chairman Toni Bachman called the meeting to order at 5:08 p.m. The Commission reviewed the minutes of the May meeting. Bert Fleck made a motion that the minutes be approved. Jim Campbell seconded the motion and the minutes were approved. OLD BUSINESS Civil Service Commission  None. Police  None. Fire Department  The 2014 Firefighter/Driver promotional testing results were posted. A copy is attached hereto and incorporated herein. Chief Cochran said that all candidates had been notified. Chief Cochran asked that in the future when results were delivered to the Fire Station that they be contained in a sealed envelope.  Chief Cochran reported that a Firefighter/Driver was retiring on Friday, June 27, 2014. The position cannot be filled until November due to the large payout of vacation and sick time. In the meantime, the Firefighter filling the position will receive acting drivers pay which is an extra $1.00 per hour after 30 days.  Chief Cochran advised that the promotional assessments for Captain and Battalion Chief had been tentatively scheduled for July 10, 2014 beginning at 8:00 a.m. in the Fire Station Training Room. The assessors include the Fire Chief from Jacksonville, and Battalion Chiefs from Springdale and North Little Rock.  Bert Fleck asked Chief Cochran whether or not the assessment scoring system needed to be reviewed. Bert Fleck and Chief Cochran are going to discuss the scoring further. NEW BUSINESS Civil Service Commission  None. Police Department  None. Fire Department  Chief Cochran explained to the Commission that in 2008 he agreed to allow extra credit in several areas including seniority, education and certificates, later adding tier testing. Chief Cochran suggested not adding the extra credit scores with the testing results to determine the Certified List, but rather to let him use them when interviewing the top three candidates for a promotional position. No action was taken on this suggestion.  Chief Cochran advised the Commission that he had established a committee that was looking into a wellness program for his department.  Chief Cochran reminded the Commission that the Fire Department would need to conduct entry-level testing this fall. At 5:45 pm. Bert Fleck made a motion that the meeting be adjourned. Garrie Kellam seconded the motion and the meeting was dismissed.
