Russellville Oakland Cemetery Commission Minutes February 19, 2019 The Russellville Oakland Cemetery Commission, due to inclement weather, did not hold its regular meeting which was scheduled for Tuesday, February 19, 2019, at 5:30 p.m. in the 2nd Floor Library Conference Room. However, the Cemetery Commission did, by proxy vote in digital communication (email), hold conference and discussed the Second Phase of the shrubs and tree plantings for the west line of the cemetery. Listed as Item 1 under New Business. Those Attending by Proxy: Director Stephanie Warwick, Chairwoman/Commissioner Mindy Hudson, Vice Chairman/Commissioner David Lee, Commissioner/Secretary Rebecca Howell, Commissioner Cindy Hlass, Commissioner Patricia Petray, Commissioner Cecelia Slone, City Council Liaison Phyllis Carruth, and City Council Liaison Justin Keller, City Attorney Trey Smith, and Mayor Richard Harris, and visitor Sean Ingram from The Courier Presentation of estimate from Earth Works for Phase 2 of the West line (along creek area) for natural barrier/beautification project of trees and shrubs, submitted for discussion and approval by Director Warwick. Discussion was held by Commissioners Hudson, Lee, Howell, Hlass, Petry and Slone. A motion to accept the estimate provided by Earthworks in the amount of $4,393.53 which for the planting of 15 Green Giant Arborvitae, 12 Loropetalum (burgundy), 10 cubic yards of mulch, and associated labor, was made by Commissioner Hudson. A second to the motion was made by Commissioner Petray. A majority vote to the affirmative was made by Commissioners Lee, Hlass, Howell, Slone, Hudson and Petray. Commissioners Keller and Carruth abstained from voting. All other matters scheduled to be heard by the Commission were tabled to the next scheduled meeting of the Cemetery Board.
