Parks & Recreation Commission Meeting Minutes Regular Meeting Minutes October 2, 2019 6:30 PM The Parks and Recreation Commission of the Town of Sahuarita met in the Sahuarita Council Chambers, 375 West Sahuarita Center Way, Sahuarita, AZ 85629 on Wednesday, October 2, 2019. I. BUSINESS 1. Parks and Recreation Design and Development Standards Manual (Manual) and In-Lieu Fee Proposed Revisions Smejkal summarized the status of the draft Manual and discussions held during the summer meetings with the stakeholders. Compromise was offered with three primary points differing from the May 13 proposed Manual to the October 14 proposed Manual. 1. Reduce acre per thousand from 8/1000 to 7/1000 2. Change the in lieu option from none for developments over 50 units to allow developments of any size up to twenty percent in lieu option. 3. Fees based on the Town's actual cost to build parks to sixty percent of the Town's actual cost, $2,843 per dwelling unit. Discussion ensued. The Manual is on the October 14th Town Council meeting agenda for consideration. RESULT: DISCUSSION ONLY 2. Discussion of Capital Improvement Projects (CIP) Plan for Fiscal Year 2021 - 2025 Smejkal presented a draft Capital Improvement Project (CIP) plan for Fiscal Year 2021 and requested input from the Commission. Discussion ensued. RESULT: DISCUSSION ONLY V. COMMISSIONER AND DIRECTOR REPORT ON CURRENT EVENTS 1. Director and Commissioner Reports Allen, Huckins and Thomas attended the 2019 Arizona Parks and Recreation conference, and expressed appreciation for the experience. Thomas attended the Town's 25th Anniversary party, and enjoyed it. Smejkal reported Wrightson Ridge ball fields are complete and in use. The rules signs and the monument sign are installed. The splash pad and inclusive playground design consultant Request for Qualifications (RFQ) has been reviewed; staff are in negotiations with the top rated consultant. Picnic benches and waste receptacle replacement at North Santa Cruz is almost complete, replacement at Lake is next. Artists are painting murals on the Musco sports lighting electrical boxes at Anamax and North Santa Cruz Parks. New ramadas for Quail Creek - Veteran's Municipal are ordered, installation is scheduled for December. The pickleball court design is underway and will include three courts. The shade canopy at Quail Creek - Veteran's Municipal playground has been replaced. There does not appear to be any damage to the lake after a car drove into it. EMILY was able to check the lake for damage with sonar. Arizona Game and Fish also evaluated the lake for Regular Meeting Minutes- October 2, 2019 Page 2 of 3  Parks & Recreation Commission Meeting Minutes pollutants. The September algae bloom has cleared up. A consultant tests and treats the lake monthly. Staff is applying for a Game and Fish Grant. If funds are awarded stall will build a pollinator garden to help the habitat and ecosystems. The fire suppression tank for the maintenance shop is at the manufacturer; once it is assembled and in place staff can start moving items. The Town Council's strategic planning retreat is scheduled for mid-October so council and staff can consider the next 3 - 5 year plan. Allen has received compliments from residents on the condition of the newly renovated ball fields at Anza Trail Park. RESULT: DISCUSSION ONLY VI. FUTURE AGENDA ITEMS 1.
