Parks & Recreation Commission Meeting Minutes Regular Meeting Minutes December 4, 2019 6:30 PM The Parks and Recreation Commission of the Town of Sahuarita met in the Sahuarita Council Chambers, 375 West Sahuarita Center Way, Sahuarita, AZ 85629 on Wednesday, December 4, 2019. I. BUSINESS 1. New Parks and Recreation Design and Development Standards Manual (Manual) Smejkal summarized changes to the Parks and Recreation Design and Development Standards Manual (Manual) adopted by Council at their October 14, 2019 meeting. Changes from the Council included allowing up to 35% fulfillment of recreation area requirements through in lieu fee payments, and to allow developments of 65 units or less up to 100% in lieu payments. At the seven acre per 1,000 population standard, developers build a minimum of 4.55 acres for every 422 dwelling units. Discussion ensued. RESULT: DISCUSSION ONLY 2. Discussion of Potential Capital Improvement Projects for Fiscal Year 2021 - 2025 and Beyond Smejkal presented a draft Capital Improvement Project (CIP) plan for Fiscal Year 2021 and requested input from the Commission. Discussion ensued. RESULT: DISCUSSION ONLY 3. 2020 Parks and Recreation Commission Meetings and Calendar Huckins asked the Commission if they would like to continue to meet the first Wednesday of the month at 6:30 p.m. No changes were requested, so the 2020 calendar will stand as presented. RESULT: DISCUSSION ONLY 4. Presentation of Chalk Art Festival Highlights Smejkal presented a slide show of photos from the Chalk Art Festival. RESULT: DISCUSSION ONLY V. COMMISSIONER AND DIRECTOR REPORT ON CURRENT EVENTS 1. Director and Commissioner Reports Huckins announced Luna resigned and thanked him for his years of service on the Commission. The splash pad design concept project is on hold until staff can connect Anamax Park to the sewer line. The first public art installation project is complete with several new murals at the parks. Smejkal thanked M Ahern for participating in the selection process. Pickleball courts are at 100 percent construction design level and currently under review with Planning and Building. Upon plan approval, staff will solicit bids from the State contract list to expedite the project. Staff submitted a Tree City USA certification application and grant request to install a pollinator garden. The water tank at the maintenance yard will be installed by mid- December. Upcoming projects are a net climber at Anamax and two new ramadas at Quail Creek. Regular Meeting Minutes- December 4, 2019 Page 2 of 3 Parks & Recreation Commission Meeting Minutes An estimated 6,000 were in attendance at Spooktacular, approximately 3,000 participated in Trunk or Treat. The first Chalk Art Festival had 1,000 in attendance. There were 200 in attendance at the October Movie in the Park and 260 in November. The December movie is at Town Hall because of the holiday decorations. Winter Festival is December 14, featuring an ice rink, ice sculpture, and parade. To park in the church parking lot spectators please be parked by 5:30 p.m. A new event Bark-A-Rama is January 11, which will include a shot clinic, vendors, and demonstrations. The January - March Lake Concerts begin at 5 p.m. Preparations are underway for the March Fiesta Sahuarita event. On October 14, Council approved the Urban Forestry Ordinance. Part of that requirement is a tree committee; if any Commissioners would like to participate please contact Director Smejkal. Council will consider land acquisition on the west side of town, which has the potential for park space at the December 9 council meeting. The 93-acre parcel is just off Twin Buttes Road, which could include parks, maintenance yards, and impound yard for Police Department. Consultants for Sahuarita Square will present an update on the design concept for a catalyst project that includes park space. Commissioner Allen attended the November concert and enjoyed seeing the Chalk Art while he was there. He is interested in participating on the tree committee. RESULT: DISCUSSION ONLY VI. Parks & Recreation Commission Meeting Agenda Pursuant to A.R.S. § 38-431.02 notice is hereby given to the public that the Sahuarita Parks & Recreation Commission will hold a meeting at the date and time specified below at the Sahuarita Town Hall Council Chambers, 375 West Sahuarita Center Way, Sahuarita, Arizona. Members of the Commission will attend either in person or by telephone conference call. To better serve our community, the Council Chambers is wheelchair accessible.
