The Parks and Recreation Commission of the Town of Sahuarita met in the Sahuarita Council Chambers,
375 West Sahuarita Center Way, Sahuarita, AZ 85629 on Wednesday, December 2, 2020.

IV. BUSINESS
1. Discussion of Capital Improvement Projects (CIP) Draft Plan for Fiscal Year 2022
Parks and Recreation Director Nanette Smejkal presented a Capital Improvement Projects
(CIP) Draft Plan for fiscal year 22. Projects included in the CIP have a cost of at least $50,000.
Proposals for fiscal year 22 include the sewer line extension at Anamax Park which is an
important milestone project. Additional shade in parks is something the public consistently
requests, as are walking and hiking paths. Trailhead design and implementation on the Twin
Buttes land is included as a recommendation for fiscal year 22.
Discussion ensued.
Commissioner Zatkin asked when the last survey regarding park facilities occurred. The
last comprehensive survey was in conjunction with the Parks, Recreation, Trails and
Open Space Master Plan in 2008. In addition, the Town conducts a citizen survey every
2-3 years which includes questions regarding recreation programs and park facilities.
Staff understanding is that the next survey will be in 2021. Zatkin stated that he thought
the list of CIP projects was comprehensive, and perhaps pickleball courts at other parks
be considered a priority. Zatkin wondered if COVID-19 has changed the type of facilities
residents may want. Chairperson Huckins recalled seeing the parks and recreation
results from the last citizen survey and asked if copies could be provided at the next
meeting.
Vice Chair Thomas inquired about the bocce ball, horseshoe, and table tennis project.
Smejkal stated these amenities were added to Quail Creek - Veterans Municipal Park in
fiscal year 20, and additional funding within the next five years would add game
elements to other Town parks.
Chairperson Huckins asked about timing for demolition of the current maintenance
building. Smejkal explained that a new maintenance office will need to be built first.
Commissioner Allen asked whether the sewer line extension project should be in the
Parks and Recreation Department budget. Smejkal explained that the sewer line
extension is within the Anamax Park boundaries and will facilitate connecting various
park facilities to sanitary sewer over time. Allen questioned the need for another
baseball diamond at Anamax Park. Smejkal stated that the Anamax Park master plan
reflects this addition; the current ball diamonds in the park do not accommodate adults
and a new full sized diamond would be flexible across age and skill levels.
Commissioners discussed expansion of North Santa Cruz Park which would require
acquisition of more land adjacent to the existing Town property.
Commissioner Zatkin moved to recommend the Town complete a park facilities survey,
Allen seconded. Motion carried 3 - 1.

V. COMMISSIONER AND DIRECTOR REPORT ON CURRENT EVENTS
1. Director and Commissioner Reports
Smejkal reported that park murals are complete except for the installation at Parque Los
Arroyos which is expected by end of December.
Tree inventory in Town parks is complete, with 1,067 trees counted. In December,
volunteers will continue to collect data on Town trees along streets.
Staff continues to install new picnic tables, benches, and waste receptacles at Anamax
Park.
On January 9 a grease, electronics, and Christmas tree recycling event is scheduled.
Parks and Recreation is partnering with Public Works, and invited the Food Bank to
participate and accept food donations.
The Drive-Thru Holiday Lights Parade is December 12, and the Holiday Artisan Market in
partnership with the Southern Arizona Arts and Cultural Alliance is December 19-20.
Both at Town Hall.
Commissioner Zatkin complimented the presentation provided by Ken James,
Recreation Manager at the November meeting.
Chairperson Huckins reminded everyone that the meeting time change to 6 p.m. will
start with the February 2021 meeting.
Zatkin asked about grading at Quail Creek - Veterans Municipal Park. Millings were
placed to create temporary parking, used for the Drive Up Movie events. More millings
are being added this week to manage dust.

Chairperson Huckins requested to review the parks and recreation results of the most
recent citizen survey at the next meeting.
